With over 1,000 legal professionals, including 500 attorneys, the Office provides the City with the highest caliber of legal services, ranging from prosecuting criminal misdemeanors and playing a leading role in criminal justice reform, advising on homelessness initiatives, defending civil lawsuits and claims, and bringing civil enforcement actions in the name of the People of the State of California.Guided by an overarching commitment to integrity, accountability and transparency, we find great meaning in the work we do and the services we provide.We seek collaborative team players who understand that fulfilling our mission, and fostering a diverse, equitable and inclusive environment, are key to making a positive impact.DescriptionThe Public Procurement and Contracting Division serves as contracting and procurement counsel to various City offices and departments, including the Mayor, City Council, City Attorney, Controller, City Administrative Officer and its Office of Procurement, City Clerk, Chief Legislative Analyst, Civil Human Rights and Equity Department, Department of Building and Safety, Department of City Planning, Personnel Department, Convention Center, Los Angeles Fire Department, Los Angeles Police Department, Emergency Management Department, and General Services Department. Division attorneys also provide advice on HIPAA and manage contracting for major special events, such as the Olympics, World Cup, Super Bowl; NBA All-Star Game, and the Academy Awards.Duties and ResponsibilitiesThe attorney selected for the position will serve in the Public Procurement and Contracting Division and will serve as general counsel for City officers and departments on issues related to cybersecurity, data protection, and data privacy matters, including contract law, legal / regulatory compliance, and non-disclosure agreements. The attorney will be responsible for advising client officers and departments on, and the drafting of, information security policies and procedures (including breach / incident response management, investigation, and remediation), data governance and data protection standards (including data mapping and retention and deletion programs), and data anonymization. Separately, the attorney will provide support to the procurement and contracting team with respect to information security aspects of contracts as well as assist the City with HIPAA compliance and data privacy / protection discussions with third parties.Further, the attorney may be required to staff City Council and Council Committee meetings on behalf of the office as well as serve as counsel to the City’s various boards and commissions. The attorney may also be responsible for the development and drafting of ordinances and contracts and will be required to prepare advisory opinions or legal memoranda on issues of significance to the City. Additionally, the selected attorney may be asked to assist with handling specialized litigation relating to City departments, contracts, and ordinances.RequirementsLicensed to practice law in all courts in the State of California;Minimum five (5) years of experience in cybersecurity or data privacy law;Demonstrated high-level written and oral communication skills;Demonstrated strong research and writing skills in complex areas of law;Strong analytical and reasoning skills;Strong desire to serve the public interest;Demonstrated ability to handle a busy and varied workload;Demonstrated ability to exercise sound judgment;Desired QualificationsExperience advising or working with government agencies or legislative bodies;Experience drafting privacy / security policies and editing contracts and NDAs;Experience conducting privacy compliance assessments and developing incident response procedures;Knowledge and understanding of information security policies and standards, data governance and data standards, anonymization of data, and privacy by design;Experience advising cybersecurity officers on matters relating to data assurance, data protection, threat defense, risk management, and regulatory compliance;Knowledge and understanding of both operational privacy and regulatory requirements, including CCPA, CPRA, AND HIPAA.Requirements for ApplicationCover letterResumeTwo writing samples that they personally have authored in the last two yearsTeleworkThis position may qualify for up to 3 days of telework per week following a 3-month period from date of hire.Current LocationCity Hall East, 200 N.
