This functional area includes research, analytical, data management, documentation, and customer support for various NSWC PCD offices. This support requires skill in the latest Navy-used version (currently 365) of Microsoft Office (Outlook, Word, Excel, and PowerPoint) and the ability to communicate orally and in writing with personnel across NSWC PCD. Performance of this effort will require a security clearance at the SECRET level for one of the analysts.
When requested, the Contractor shall :
- Analyze and provide a written report to the Government, on a quantitative or qualitative basis, the effectiveness of line program operations in meeting established goals and objectives.
- Analyze life cycle costs of projects and provide a written report to the Government.
- Analyze and provide a written report to the Government on the potential benefits and uses of automation to improve the efficiency of administrative support or program operations.
- Analyze and provide a written report to the Government on developing program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
- Develop draft program evaluation plans, procedures, and methodologies.
- Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
- Review administrative audits that will be used to recommend appropriate changes or corrective action for Government approval.
- Generate and analyze reports from NERP, transfer to Excel spreadsheets that will be used to answer various data calls.
- Support Government personnel in the development and drafting of non-proprietary informational “white” papers for Government submission and use.
- Research inquiries from internal or external activities on matters of non-proprietary financial, personnel or administrative procedures and develop draft responses to those inquiries for Government approval.
- Analyze non-proprietary financial statistics from established management information systems to develop draft periodic or ad hoc reports for Government approval.
- Collect information from management databases (i.e., iNAVSEA, Enterprise Database Warehouse (EDW), NERP, etc.) as support documentation to supported projects.
- Interface as required with the NSWC PCD Budget and Accounting Offices.
- Provide management support services including maintaining methods to gather data for analysis and interpretation of program approaches and solutions that assure funding transactions and procedures comply with U.S. Navy and Congressional requirements.
- Archive official records as needed using the guidance of SECNAV M-5210.1 CH-1, using the Navy’s prescribed records management system.
