This functional area supports the operation of the NSWC PCD Photography and Video Studio. Desired qualifications for photographers include an associate degree or equivalent education in photography and videography with a minimum of 5 years of related full-time work experience in technical photography and videography. Demonstrated experience producing stills and motion pictures, including high-speed photography and video. Demonstrated experience selecting cameras, lenses, filters, lighting, and backdrops. Demonstrated experience selecting, arranging, and framing scenes for effective results. Demonstrated experience performing photographic laboratory duties including image processing, manipulation, printing, and production. Demonstrated experience using mainstream photographic and nonlinear video editing hardware and software including digital still and video cameras, broadcast cameras, NewTek TriCaster, Adobe® Creative Suite, AfterEffects, and CorelDRAW® and / or Apple Final Cut PRO and Apple Motion. Demonstrated experience setting up and operating photographic equipment to produce effective results in harsh or unstable environments such as aboard a helicopter or a vessel at sea. Demonstrated ability to work effectively for up to 16 hours per day in harsh or unstable environments such as aboard a helicopter or a vessel at sea. Requires a SECRET level DoD security clearance. NOTE : The Government will provide access to all required photographic equipment required to support this area. Contractor use of Government photographic equipment outside the premises of NSA PC will require the Contractor to be in possession of a current Government issued Property Pass.

The Contractor shall provide photographic and video support to perform, but not limited to, the following :

  • Produce stills and motion pictures; normal, high, and ultra-high-speed photography and video.
  • Produce specialized still photography and video production.
  • Consider the purpose and to what type of audience for which the material is intended whenever presenting photographic and video material.
  • Use mainstream photographic and non-linear video editing hardware and software to include the fllowing : digital still and video cameras, broadcast cameras, NewTek TriCaster, Creative Suite, AfterEffects, Microsoft Office, CorelDRAW®, etc. and / or Apple Final Cut PRO and Apple Motion.
  • Plan photographic coverage to fulfill the desired requirements. Decide on type of equipment to be used, coverage desired, placement and setup of hardware to be photographed and advise the task team accordingly.
  • Work closely with the project leaders to devise equipment and installations that will withstand unusual and unprecedented environments and still be photographically responsive; i.e., in the outdoors where unusual conditions are encountered while performing photographic assignments, including the performance of photographic duties aboard a helicopter in the air and aboard a ship at sea.
  • As coordinated by NSWC PCD, fly in commercial aircraft for the purpose of aerial photography and technical project support.
  • Provide technical photographic support aboard vessels at sea for up to 16 hours per day, with occasional need to sleep aboard when not practicable for the vessel to return to port daily.

Provide technical photographic support away from the Panama City, FL area.

  • Work in close collaboration with operating officials of all levels, planning and organizing the photographic aspects of the total project.
  • Select cameras, lenses, filters, scenes, and lighting, backdrops (including green screen) to be used in photographic and video coverage to assure satisfactory results.
  • Required to work in both MS Windows and MAC environments.
  • Arrange groups and individuals for best artistic value. Photograph dedication ceremonies, news events, re- enlistment ceremonies, retirement ceremonies, and visitors.
  • Perform passport and portrait photography in the studio utilizing backdrops, lighting, and camera most suited for the type of photographs required. Historically the requirement has been for approximately 188 passport or portrait photos per year.
  • Perform photography of individuals or groups outside the studio and without backdrops, often outdoors or in their work environment. The Contractor shall arrange individuals and groups for best artistic value, making best use of available natural or workspace lighting, and selecting the equipment most suited for the type of photographs required. Historically the requirement has been for approximately 200 such photographs per year.
  • Maintain equipment in a state of readiness with no lost time for loading cameras, replacing batteries, etc.
  • Properly notate, catalog, and archive photographic and video media.
  • Dry-mount, matte, and frame images and posters as needed.
  • Photographic and Video Support shall include both technical and administrative photography and videography. The ideal is that any photographer provided by the Contractor is capable of both interchangeably. But when schedules conflict, technical photography will generally have priority over administrative photography assignments :
  • Technical Photography - The Contractor shall confer with technical project leaders to plan photographic coverage of events to document technical processes and achievements. As the photographer, determines the type of equipment to be used, coverage desired, and placement and setup of subject matter to be photographed. The Contractor shall work closely with the technical project leaders in devising equipment and installations that will withstand unusual and unprecedented environments and still be photographically responsive; i.e., in the outdoors where unusual conditions are encountered while performing photographic assignments. The Contractor shall work in close collaboration with technical project leaders in planning and organizing the photographic aspects of the total project. The Contractor shall have sufficient knowledge of the specific subject concerned, which includes the understanding of the objectives and operations involved in the project and the ability to fully develop the photographic aspects of the project. The Contractor will exercise a high degree of artistic and creative ability in selecting cameras, lenses, filters, scenes to be photographed, and the lighting to be used in photographic requests to assure satisfactory results. Frequently the work cannot be repeated and there will only be one opportunity to photograph the test, event, or subject matter.
  • Administrative photography - The Contractor shall arrange groups and individuals for best artistic value for the purpose of photographing dedication ceremonies, news events, reenlistment ceremonies, retirement ceremonies, and visitors. The Contractor shall perform passport and portrait photography in the studio utilizing backdrops, lighting, and camera most suited for coverage desired. Because administrative photography is frequently required on short notice personnel and equipment must be maintained in a state of readiness with no lost time for loading cameras, replacing batteries, etc.
