The contractor shall provide support to the NSWC PCD Workforce Development (WFD) Branch located in the Human Resource (HR) Office. The contractor shall have a working knowledge of the Microsoft suite of products to include Excel, Word, Tableau, Outlook, and Power Point. The contractor shall support the WFD Office by providing expertise and analysis in the following areas :
- The contractor shall provide support to the Panama City Division University (PCDU) Program Manager, the NSWC Panama City’s Mentoring Program, Workforce Development Director, and other Panama City personnel who have duties to assess future workforce development systems / programs / strategies.
- The Contractor shall provide “how-to” guidance via phone, email, or face-to-face with respect to Waypoints, Total Workforce Management System (TWMS), and the Human Capital Center website.
- The contractor shall provide guidance and assistance in updating and making changes to employees’ transcripts and Individual Development Plans (IDPs) as needed.
- The contractor shall monitor all mandatory training requirements for NSWC PCD, report on delinquent statuses, and provide updates using Waypoints, Total Workforce Management Services (TWMS), and the Human Capital Center website. The contractor shall generate reports from these systems as required.
- The contractor shall attend and actively participate in all NAVSEA HQ sponsored Waypoints Tag-Up meetings or equivalent.
- The contractor shall schedule and maintain events and sessions for PCDU virtual and in-person training events in Waypoints to include managing rosters, managing wait lists, and producing reports as needed for the PCDU Program Manager in a timely manner not to exceed three working days from the time of the request, or as needed for particular / special events and courses.
- The contractor shall send copies of rosters to the PCDU program manager and the Contracting Officer Representative for the Kinetic Training contract for every class three working days from the time of the request, or as needed for particular / special events and courses.
- The contractor shall provide a final roster that includes attendance data to the PCDU program manager and the vendor representative within 10 days of the completion of every class.
- The contractor shall provide support for strategic planning, workforce shaping, data gathering, special projects, and quality meetings. Assist with the acquisition and support of commercially available training which will meet the organizational needs.
- The contractor shall provide support in an annual organizational workforce development Needs Assessment to feed Government prioritization and resourcing by analyzing key organizational inputs such as Employees’ Individual Development Plans (IDP’s), Business Plan inputs, customer needs, environmental trends, and overall organizational strategies to identify themes, trends, and demand for various training and educational programs.
- The Contractor shall provide programmatic and administrative support of Government Led Training including but not limited to Defense Acquisition University (DAU) PCDU. Tasks will include supporting the government in a combination of planning, monitoring completion, gathering feedback, and making adjustments to ensure the program continues to meet it’s intended goals and objectives.
- The Contractor shall provide document control for New-Hire Onboarding processes and forms in the Employees’ Toolkit on the HR SharePoint site as well as Waypoints.
- The contractor shall schedule and maintain sessions for New-Hire Onboarding events in Waypoints to include managing rosters, approving the mandatory training completions, and producing reports as needed for the Onboarding Program Manager in a timely manner not to exceed two working days from the time of the request.
- The contractor shall schedule and maintain sessions for First Friday Foundation for Supervisors events in Microsoft TEAMS to include managing rosters, uploading presenters’ briefs to the Supervisor’s Toolkit on the HR SharePoint site, and producing reports as needed for the Supervisor Training Program Manager in a timely manner not to exceed two working days from the time of the request.
- The contractor shall create and maintain sessions for the Quarterly Foundations for Supervisors training events in Microsoft TEAMS to include managing rosters, uploading briefs from presenters to the Supervisor’s Toolkit on the HR SharePoint site, and producing reports as needed for the Supervisor Training Program Manager in a timely manner not to exceed two working days from the time of the request.
- The contractor shall monitor all supervisory mandatory training requirements for NSWC PCD, report on delinquent statuses, and update all systems using Waypoints, TWMS, and the Human Capital Center website. The contractor shall generate reports from Waypoints, TWMS, and the Human Capital Center websites as required.
- The contractor shall provide technical and administrative support of the audio visual and communication capability in support of the WFD course offerings.
- The contractor shall provide support in updating training records for NSWC PCD personnel in Waypoints and TWMS as needed.
- The contractor shall utilize various systems for data entry and report generation such as Total Workforce Management Services (TWMS), Waypoints, and local Government systems.
- The contractor shall collect, analyze, and provide results of course evaluations and / or surveys for each course offered. Results shall be provided to the WFD Program Manager.
- The contractor shall attend WFD Branch meetings as required.
- The contractor shall develop and maintain the Employee No-Show spreadsheet to monitor On-Site attendance percentages and any trends or consistencies found throughout the program attendance rates (specifically employee organizational code, department, etc.)
- The contractor shall update all on-site training employee attendance in Waypoints. A deep dive will also be conducted to enter employee attendance in courses held over the past three years or for any courses found having attendance records from past years, not to exceed seven years.
