The Maryland-National Capital Park and Planning Commission (M-NCPPC) is seeking an experienced and skilled Corporate Americans with Disabilities Act (ADA) Coordinator. M-NCPPC is a bi-county government agency serving the residents of Montgomery County and Prince George's County in Maryland with parks, recreation, and planning activities. M-NCPPC is a nationally recognized organization with a staff complement of approximately 5,000 full-time, part-time and seasonal employees.
Summary of the Corporate ADA Coordinator Position
The Corporate ADA Coordinator is tasked with leading and coordinating M-NCPPC’s overall efforts to ensure compliance with the Americans with Disabilities Act (ADA) and other disability non-discrimination requirements. The position will unify the Agency’s efforts across all departments by leading, supporting, and providing disability non-discrimination guidance and best practices. Knowledge and experience working with Americans with Disabilities Act Title I (Employment), Title II (State and Local Governments), and/or Title III (Public Accommodations and Commercial Facilities) regulations and compliance is essential for this position.
This newly created position at the agency’s corporate headquarters will serve as M-NCPPC’s ADA Compliance Officer and lead consultant to ensure ADA compliance and best practices are upheld on an agency-wide basis for all programs, services and facilities including program accessibility, physical accessibility, communication accessibility, and employee accommodations. This new Corporate ADA Coordinator position for M-NCPPC requires an individual with self-motivation and initiative to help establish a unified and proactive ADA work program across several operating departments in Montgomery County and Prince George's County.
Examples of Important Duties
- Serves as the agency’s ADA Compliance Officer and lead consultant on ADA.
- Ensures ADA compliance on an agency-wide basis for all programs, services and facilities including program accessibility, physical accessibility, communication accessibility, and employee accommodations.
- Coordinates unified ADA compliance on an agency-wide basis to the Self Evaluation and Transition Plans. Provides support and consultation to departments to ensure objectives of M-NCPPC’s ADA Plans are met and are in compliance.
- Manages the agency’s ADA grievance/complaint process and procedures. Ensures appropriate processes are in place for prompt and equitable resolution of inquiries and complaints from the public regarding compliance with the ADA. Investigates and/or provides support in the investigations of complaints and violations.
- Performs a variety of research, analysis and evaluations to the agency’s ADA work program including policy review and development, implementation of best practices and legislative changes, and organizational improvement.
- Tracks annual progress on ADA improvements. Prepare progress and compliance reports about the ADA work program.
- Manages the agency’s centralized records repository related to ADA Plans and ADA grievances/complaints.
- Collaborates with all departments to ensure M-NCPPC’s websites and third-party software vendors meet the digital accessibility standards of ADA (i.e., WCAG 2.1 AA, or the most recent standard).
- Coordinates agency-wide procurement activities and vendor contacts related to accessibility and ADA compliance, such as, but not limited to, Sign Language Interpreters.
- Develops and conducts briefings, presentations and trainings on ADA content and the ADA work program in coordination with operating departments.
- Consults with the agency’s Program Access and Disability Services Teams on various topics including, but not limited to complex medical conditions (i.e., seizures, diabetes, mental health, etc.) and ensures actions are consistent and meet code of conduct across departments.
- Provides consultation on (Title 1) applicant and employee accommodations across the agency. Ensure agency-wide consistency and best practices in Title 1 accommodations. May administer applicant and employee accommodation requests. May assist with employment disputes and investigations related to ADA.
- Apply ADA principles and concepts in a variety of situations. Ability to multi-task, managing multiple projects at the same time. Ability to independently compile and analyze data and present logical conclusions.
- Communicates effectively and professionally, both verbally and in writing. Actively listens to understand and develop key information, including concerns of stakeholders to obtain compliance or achieve other desired results. Possess excellent technical and business writing and editorial skills.
- Establish and maintain cooperative working relationships with all business partners and stakeholders. Provide excellent customer service to all stakeholders, both internal and external.
- Can self-direct and work independently in work program and assignments. Can take initiative in creating a proactive and innovative work program.
- Strong presentation skills necessary to facilitate training and/or deliver informational sessions to groups and/or individuals.
- Handle confidential information with professional discretion.
- Comply with safety requirements of the position and actively promote safe work practices.
- Ability to speak fluent Spanish and/or perform American Sign Language (ASL) is a plus, but not required.
- Skill in operation of personal computer and software to include Microsoft Office Suite (i.e., Word, PowerPoint, Excel) and other web-based applications.
Minimum Qualifications
- Bachelor’s Degree in Human Resources Management or any related field.
- Four (4) years of experience performing HR work in the assigned program(s).
- An equivalent combination of education and experience may be substituted, which total eight (8) years.
- Certifications in the area of expertise are desired (i.e., Certified Compensation Professional (CCP), Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Professional in Talent Development (ATD), Certified Employee Benefits Specialist (CEBS).
- Valid driver’s license in accordance with both state and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
Preferred Qualifications and Job Requirements
The Corporate ADA Coordinator position falls under M-NCPPC’s job classification specification title of a Corporate Human Resources Specialist III, with the following minimum qualifications:
- Bachelor’s degree in related field such as public administration, parks administration, human resources management, or related field, plus four (4) years of experience performing work in assigned program(s) areas; or an equivalent combination of education and experience which totals eight (8) years.
- Certification(s) in area of expertise, i.e., ADA Coordinator Training Certification Program is desired.
- Position also requires: Valid driver’s license in accordance with both state and M-NCPPC rules and regulations. Driver’s license must be unencumbered by revocations, suspensions, or points that could limit the employee’s ability to drive agency’s vehicles or perform driving duties required by the position of assignment.
- Note: the Corporate ADA Coordinator requires driving in the performance of duties related to traveling to meetings with clients/stakeholders and onsite assessments throughout Montgomery County and Prince George's County in Maryland.
