Description
The Maryland-National Capital Park and Planning Commission is seeking an experienced Information Systems Specialist III to join our Enterprise Information Technology Division, in the CIO’s Office. This team is responsible for monitoring network equipment’s, critical systems resources, implementing/managing Enterprise solutions, and developing applications. The Team responds within service level agreements when resources are interrupted, alerts and assigns action to system owners, communicates the interruption to stakeholders, and escalates issues not resolved within timeframe agreement.
Candidates will be required to work under general direction with minimal supervision to manage, backup and upgrade current applications, databases and develop, plan and implement future projects.
Candidate must be familiar with maintaining a Windows and Unix environment, along with Palo Alto Firewall, HPE 3PAR with StoreOnce, Cloud Backup solutions, Active Directory, VMware datacenter, DNS, SIEM, DHCP and must also have a strong familiarity with Cisco Network Routing protocols including EIGRP, database and project administration, software development and scripting in JavaScript/HTML. Responsibilities include but are not limited to managing service level agreements, coordinating with vendors and consultants to ensure contracted work tasks are defined with appropriate project plan and timeline, maintaining documentation, and staying within procedure compliance for all information systems related to licensing.
The ideal candidate has strong analysis, decision-making skills and the ability to work closely with other members of the information technology staff in a team environment.

- Strong ability to work progressively and professionally with people at different levels of the organization.
- Advanced skills in the designing, testing, evaluating, monitoring, upgrading, troubleshooting and implementing security controls for various applications/systems, including applicable databases such as: Lawson Budget & Planning, Storage Area Network, Oracle, SQL, LENEL, CYMA, VEEAM, MHC, VMware, SentinelOne and others as needed.
- In depth understanding of project/task management methods and principles.
- Knowledge and experience in IT performance metrics, SLAs, Policies, enforcement and reporting.
- Strong understanding and experience in vulnerability, risks and patch management.
- Define and write SOPs, technical documentations, workflows, and procedures.
- Identify security threats, threat levels, and develop appropriate mitigations plans to remediate.
- Experience enhancing and customizing software, and databases, and generating reports using Crystal Reports and SQL Developer.
- Expert skills with HPE 3PAR and HPE Alletra storage Systems.
- Experience administering SAN Brocade Switches, Load balancers, Switches/Routers, HPE StoreOnce, PaloAlto Firewalls, HPE MLS Tape library, VPN Wasabi Cloud Backup Storage, LogPoint, HPE Synergy, vSphere Datacenter and Horizon, and IBM's AIX and HP-UX servers.
- Ability to design, develop and administer applications systems and major databases or database warehouses.
- Experience integrating web services/applications and databases with other enterprise information systems.
- Familiar with administering Veeam Backup and Replication Enterprise, and experience designing, implementing and documenting backups, archives and restore procedures.
- Installation of new software and system upgrades including evaluation and installation of patches, configuring, and managing VMware Horizon View Desktop Infrastructure (VDI) environment.
- Test, troubleshoot and deploy applications, upgrades, and operating system security updates in the virtual desktop and server environment while working with application teams to minimize user impact.
- Scripting knowledge and ability to automate file transfer securely between corporate systems and other Vendor systems.
- Strong customer service orientation, ability to manage varying complex and demanding situations.
- Ability to identify and develop visionary IT processes that align with departmental and Enterprise IT goals and objectives.
- Ability to communicate complex IT related issues and opportunities to upper management.

In addition to the minimum qualifications, other related certification or an equivalent combination of professional training and experience is preferred.
IT-related certifications (i.e., Cisco, Microsoft, HPE, CompTIA, VMware, Palo Alto, etc.)
The ideal candidate must have:
- 5 years of hands-on experience and in-depth troubleshooting databases, scripts, wired/wireless network, windows/UNIX servers, HPE storage systems, HPE 3PAR, HPE Alletra and Brocade SAN Switches (Fiber channel networking), VMware Datacenter and Horizon view, Palo Alto Firewall, Microsoft Azure, and Cloud Backups.
- 3 years in software development, database management systems, and hands-on experience administering Qualys, Ivanti, CrowdStrike, SentinelOne, HPE StoreOnce, MS SQL, LogPoint, Wasabi Cloud Backup, HPE Synergy, IBM's AIX and HP-UX servers.
- Strong oral and written communications skills and operational awareness.
- Project Management skills with the ability to manage priority projects/tasks and coordinate work efforts with consultants and outside contractors and assist with developing requests for proposals.
- Outstanding customer satisfaction, time management skills while managing system requirements.
Minimum Qualifications
- Bachelor’s Degree in Information Systems, Computer Science, Geographic Information Systems or any related field.
- Four (4) years of experience in applications support and development.
- An equivalent combination of education and experience may be substituted, which together total eight (8) years.
- Depending upon area of assignment, a valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
