What are the responsibilities and job description for the Bike Park Manager (14620, Grade 18) position at The Maryland-National Capital Park & Planning Commission?
Identifies needs and develops maintenance plans for the three existing bike parks located throughout the County. Conducts bike park inspections to troubleshoot problems identified. Coordinates work of park maintenance crews both internally and externally to the organizational unit when necessary. Works with, and provides assistance to, designated Volunteer Liaisons for each individual Bike Park. Identifies and approves Volunteer work projects at the individual Bike Parks. Conducts research to identify new trends and techniques for bike park maintenance and construction. Supervise multiple trail crews throughout the year while implementing major bike park construction and renovation projects. Coordinates bike park programming with the Trails Volunteer and Programs Coordinator. Meets with community organizations, citizens, or other employees and supervisors to plan and develop program or project. Develops program or project as part of a team or as an individual. Identifies CIP priorities for each of the bike parks. Provides general assistance to park visitors. Enforces park rules. Assists proper authorities with investigating accidents, fires, and crimes. Participates with supervisor in budget preparation and development for organizational unit. Monitors and keeps track of expenditures for designated programs and projects. Researches and initiates purchase requisitions for unit. Monitors the work of contractors. May approve payments. Supervises designated personnel. Prepares performance ratings and counsels/coaches employees for performance improvement. Recruits, selects, and trains designated staff. Assigns and schedules work, approves timecards, leave requests, accident/injury reports as required.
Knowledge of natural resource protection during construction and maintenance of Park facilities. Ability to promote a work culture that supports and improves communication, understanding and empathy Dedication to building a cohesive unit, through staff development and mentoring. Strong Park maintenance and leadership experience. Strong Project management skillset with the ability to deliver clear outcomes through competing deadlines. Skill in use of Microsoft Office (Excel, Word, PowerPoint, OneDrive, etc.) General knowledge of outdoor recreation use
Experience in building bike parks and/or natural surface trails Experience working within large and complex government organizations, preferably in parks and recreation. Familiarity with asset management software. Superb written, verbal, organizational, and social skills. Ability to communicate in another language a plus.
1. Bachelor's degree in park management/administration, outdoor recreation, natural sciences, or a related field and one year of park management experience that included supervision and leadership of a staff; or
2. An equivalent combination of education and experience.
3. Valid driver's license.
4. Additionally, contingent upon area of assignment, some positions in this class may require:
a. Commercial Driver's License with appropriate endorsements upon appointment, or the ability to acquire one within six months.
b. Maryland Department of Agriculture Pesticide Applicator's certification in the categories appropriate to the work assignment.
c. Certification by the National Playground Safety Institute.Classification Specification Park Manager I

Working Conditions: The position requires a combination of field and office work and includes exposure to inclement weather and outdoor hazards.
