The Prince George's County Parks and Recreation, Park Police Division is seeking a Fiscal Affairs Specialist to administer and manage the Division's financial operations. This includes budget development, grant management, purchasing, and special revenue account oversight. The ideal candidate will have a strong background in financial management, excellent organizational skills, and the ability to analyze and draw conclusions from complex data.
Please Note: The salary range above represents earning potential. The budgeted salary range for this position is $53,675 - $74,367. Salary is commensurate with experience.Budget Administration
- Analyze past revenues and expenditures, program requirements, staff recommendations, and management directives to develop budget requests.
- Develop administrative procedures to monitor, control, and estimate expenditures and revenues throughout the budget cycle.
- Prepare financial projections by researching and gathering data from various databases and sources, ensuring accuracy in tracking salary lapse and fiscal impacts of union contracts.
- Recommend reallocation of funds and other actions to maintain budget compliance.
- Make oral presentations to explain and justify budget requests to stakeholders.
- Research grant programs and other funding opportunities, developing and submitting proposals for approval.
- Establish and implement administrative procedures to process purchases, monitor awards, and ensure compliance with grant requirements.
- Maintain accurate accounting records for revenues, expenditures, and assets related to grant programs.
- Provide detailed reports on grant performance and usage.
- Develop and implement policies and procedures for managing the Division’s special revenue accounts, such as Federally Forfeited Property and the Drug Enforcement Fund.
- Ensure proper classification of revenues and expenditures while maintaining accurate accounting records.
- Make financial projections and reconcile discrepancies for inter-agency agreements and other special accounts.
- Manage the purchasing function for the Division, including bids, purchase orders, and petty cash transactions.
- Develop policies and procedures to ensure compliance with procurement rules and regulations.
- Review and approve complex bids and purchase orders; negotiate contract proposals and change orders.
- Monitor and evaluate vendor and contractor performance, addressing discrepancies as needed.
- Approve payments to vendors and contractors, ensuring proper documentation and adherence to agreements.
- Maintain confidentiality of sensitive information and financial documents.
- Process and track contract routing slips, ensuring timely distribution to stakeholders.
- Assist with KRONOS timesheet approvals and ensure proper transfer coding.
- Provide guidance to staff on procurement processes and assist with the review and revision of Division directives.
- Represent the Division at meetings, administrative sessions, and training related to budgeting and financial operations.
2. One (1) year of experience in human resource management, finance or any other related area of business administration.

Salary : $53,675 - $95,060
