Description of the Job:
The Fiscal Officer performs, directs, coordinates, monitors, and manages a variety of fiscal duties under the supervision and direction of the Administrator. The Payroll Fiscal Officer is responsible for performing complex financial functions relating to the processing of payroll and may also assist the Billing Fiscal Officer as directed; performs other duties as may be assigned or required.
Essential Functions to be performed (including but not limited to):
- Performs payroll duties including but not limited to computing and posting payroll timely and accurately, maintains records for all employees; monitors accrued benefit time; distributes payroll checks; addresses and resolves any questions relating to payroll; makes deposits as needed and reports to Treasurer’s office.
- Communicates financial information to Administrator, department heads, staff, and others as directed; compiles information and prepares regularly scheduled financial reports.
- Prepares correspondence; maintains various files and records, etc. as relates to the finance office; provides financial updates; monitors daily cash flow.
- Inputs data into Auditor’s system.
- Assists Auditors and Treasurer’s office in reconciling checking account, petty cash fund.
- As directed, manages Resident Needs Account.
- Perform intermediate mathematical operations (addition, subtraction, multiplication, and division of fractions, decimals and percentages)
- As directed performs duties of Billing Fiscal Officer.
- Gather, collate, and summarize data; statistically analyzes data.
- Operates various office equipment, including but not limited to personal computers, calculators, copiers, fax machine, etc.
- Performs other additional duties as may be assigned or required.
Necessary skills, knowledge and abilities:
- Demonstrated ability to perform complex financial and bookkeeping functions
- Demonstrated ability in payroll processes and procedures.
- Demonstrated ability in computer operations including long term medical care software.
- Knowledge of public relations.
- Knowledge of English grammar, word usage, spelling, punctuation.
- Ability to read, copy and record data accurately.
- Ability to maintain records and prepare reports.
- Ability to maintain alphabetic, numeric and subject files;
- Ability to follow oral and written instructions.
- Ability to communicate information accurately in person or by telephone.
- Ability to work alone without close supervision.
- Ability to deal effectively with confidential information.
- Ability to develop and maintain effective working relationships with supervisors, staff, patients and the general public.
- Ability to observe Facility safety policies.
Qualifications for employment:
- Associate in Business Administration with a major in accounting, finance or related field.
- Three plus years’ experience in payroll processing or related experience working in a finance department/office.
- Three plus years’ experience in a medical facility or hospital or long term care facility which included Medicare/Medicaid and commercial insurance billing.
- Valid State of Ohio Motor Vehicle Operator's License.
Preferred qualifications:
- Bachelor’s Degree with a major in accounting.
- Five plus years’ experience in payroll processing or related experience working in a finance department/office.
- Five plus years’ experience in a medical facility or hospital or long term care facility which included Medicare/Medicaid and commercial insurance billing.
- Erie County residents preferred.
Physical requirements (ability to):
- Hear, speak, and see to perform the essential functions of the job.
- Alternate frequently between sitting/standing/walking throughout an eight (8) hour workday.
- Lift/carry a minimum of twenty (20) pounds.
- Reach with bilateral upper extremities into/up to/down to various heights.
- Push/pull with twenty (20) pounds of initial force.
- Climb onto stepladder (2 steps).
- Bend/squat/crouch/kneel.
