Job Description

NREL's Site Operations center is looking to hire a Maintenance Group Manager to lead a team of managers, technicians, specialists, and professionals responsible for facility maintenance, facility management, as well as campus operations, and the safety of these activities. The Maintenance Group Manager reports to the Site Operations Director. The Maintenance Group Manager will play a key role in the direction, management, and leadership of Site Operations.

The Maintenance Group Manager is responsible for the state of readiness of campus operations and all facilities. Ensure all facility assets and equipment are maintained at or above specifications to prolong asset life, minimize facility downtime, and ensure safety.

The Maintenance Group Manager will be responsible for the safety and direction of approximately 80 staff including line managers responsible for :

  • HVAC mechanical and electrical facility maintenance.
  • Building controls and automation.
  • Machine shops.
  • General maintenance including grounds and janitorial.
  • Vehicle fleet maintenance.
  • Work control desk.
  • Facility management and operations.
  • Space planning and move management.
  • Cafeteria.

These functions service a total workforce of nearly 4,000 staff, and five separate sites, nearly 100 buildings, and associated major site infrastructure.

Job responsibilities include :

Management and Training

  • Provide strategic direction, leadership, and management for the Maintenance and Operations group. Provide leadership and direction for staff with technical management of full-time staff and revolving subcontractors.
  • Maintain a safe operating environment in compliance with all ESH&Q requirements, to protect employees, the public, and the environment. Ensure adherence to all requirements for safety, quality, and environmental protection complying with all applicable regulations, and NREL policy, procedures, and practices. Drive a serious safety first culture recognizing NREL's operating context of compliance focused prime contractor under the US Department of Energy.
  • Support and collaborate with NREL's Research Operations council. Research Operations' mission is to builds teams with research and safety focus to ensure integrated research operations stewardship, and the effective utilization of NREL's facilities and unique capabilities while championing a strong safety culture in all research and operations activities.
  • Develop and maintain collaborative working relationships with other managers and stakeholders in Engineering, Project Management and Construction, Site Services including shipping and receiving, Sustainability, ESH&Q, Security, and IT.
  • Maintenance and Operations

  • Responsible for functional areas including all facility maintenance and repair, general maintenance, furniture, campus and grounds, space planning, facility management, and janitorial subcontract for all NREL campuses. Leverage annual budget in the range of $30-$50 million (all labor and non-labor).
  • Oversee campus daily and routine operations and preventative maintenance programs. Ensure efficient and effective campus operations for all NREL campuses.
  • Oversee all assigned planning activities including campus planning, layouts, space planning, adjacencies, and infrastructure.
  • Coordinate with engineering and project management and construction groups for capital project execution.
  • Coordinate with engineering manager to ensure sound reliability practices for facility equipment.
  • Work with Project Management and Construction Manager to ensure smooth transition of facilities from construction to maintenance and operations.
  • Review current facility maintenance and work control system, and lead improvements to manage all maintenance records and develop effective report for regular update to Center Director.
  • Manage group budget and participate in annual budgeting and planning activities. Monitor and control monthly costs against budgets, make adjustments as necessary, and forecast maintenance needs and costs.
  • Develop, implement, and monitor key measures (KPI's) to assess and ensure a comprehensive and effective maintenance and reliability program is in place and practiced.
  • Supervisory Responsibilities

  • Select, develop, train, and supervise the facility, and general maintenance line managers reporting to this position. Also responsible to ensure the same is provided to their staffs. Coach and mentor staff to continue professional development.
  • Create training matrix for all maintenance disciplines to improve their skills and experience.
  • Basic Qualifications

    Previous management, budget development and / or significant leadership in an individual contributor role required. Degree in appropriate field is required. Demonstrated skill in dealing with legal and ethical management issues and practices. Broad and in-depth knowledge of the issues and best practices in the applicable field of expertise. Excellent organization, project management, budgeting, interpersonal and communication skills. Proven problem-solving and negotiation skills. Ability to collaborate with individuals at all levels of the organization. Demonstrated ability to effectively lead and direct personnel with diverse skills, work styles and values, both directly and through subordinate management.

  • Must meet educational requirements prior to employment start date.
  • Additional Required Qualifications

  • Greater than 5 years' experience managing a campus facilities maintenance organization, or related organization.Ability to lead and inspire technical personnel including facility HVAC and electrical maintenance technicians, facility managers, and space planners to optimize performance.
  • Possess a broad and in-depth knowledge of the issues and best practices surrounding state-of-the art facility maintenance and campus operations including facilities infrastructure, building management systems, building codes, governing agency requirements and standards, and materials.
  • Thorough knowledge of safe work practices and procedures including safe work permits, hazards analysis, lock-out / tag-out, and considerable experience with OSHA standards and Integrated Safety Management. Proven experience in promoting a strong safety-first culture, and managing safe operations.
  • Ability to professionally handle sensitive legal, HR, and other management issues and practices.
  • Very strong interpersonal, communications, and presentation skills.
  • Able to make and execute sound business decisions with minimal direction.
  • Strong troubleshooting and problem-solving abilities.
  • Preferred Qualifications

  • Understanding of technical requirement including : preventive, corrective, and predictive maintenance practices; building systems, structures, facility infrastructure (utility distribution systems, roadways, etc.), facility management, and building codes; and furniture systems.
  • Demonstrated understanding of and ability to comply with an array of internal and government policies and orders that govern the maintenance and operations of NREL's facilities and related infrastructure.
  • Understanding of the use and capability of specialized software applications including real property information management and condition assessment databases (e.g., DOE's FIMS and CAIS), maintenance work control systems, building controls and automation systems, and space management systems.
  • Strong working knowledge of common computer applications (e.g., MS Word, MS Excel, MS PowerPoint, MS Outlook, Teams).
  • Demonstrated ability to effectively manage and integrate personnel who work from remote locations.
