Duties Description
The Assistant Director serves as second in charge of the facility and is responsible for assisting the Director in planning and managing facility resources including budget, spending plans, capital and minor rehabilitation projects, day-to-day activities and services (including liaison community providers, personnel, and quality management), clinical services, and other duties as assigned.
- Reviews, develops, and submits reports on facility activities and services for program audits and evaluation; monitors quality of care issues; and ensures compliance with State and federal standards, laws, rules, and regulations.
- Reviews, monitors, and revises policies and procedures for efficiency and appropriateness.
- Develops and maintains evaluation and monitoring systems; and prepares annual strategic plans to appropriately reflect facility goals and objectives.
- Provides technical, operational, and policy guidance and consultation in administrative, fiscal, and program areas involving other bureaus and divisions, and State agencies.
- Manages and directs facility resources; prepares and monitors the annual budget and fund expenditures; reviews and approves spending plans; and oversees procurement and contract management activities.
- Reviews and approves recommended staffing patterns and changes; oversees the selection, assignment, and evaluation of facility staff; and evaluates training needs and the effectiveness of training programs.
- Works with local providers and county governments in planning addiction services for outpatient clinics, community residences, detoxification, referral, and informational programs.
- Serves on committees and workgroups; and contributes to statewide policy development.
- Performs the full range of supervisory duties for Assistant Directors Addiction Treatment Center.
Minimum Qualifications
Provisional Qualifications :
Either A. a bachelor’s degree AND four years of experience providing addiction services, which must have included providing clinical supervision, program planning, and administration of a licensed or certified addictions program. One year of the experience must have been at a supervisory level AND you must also be designated as a Qualified Health Professional (QHP) as defined in New York Codes, Rules and Regulations No. 14, Chapter XXI, Part 800.3(I).
OR B. a master’s degree in community mental health, counseling, education, human services, mental health, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology AND three years of experience providing addiction services, which must have included providing clinical supervision, program planning, and administration of a licensed or certified addictions program. One year of the experience must have been at a supervisory level AND you must also be designated as a Qualified Health Professional (QHP) as defined in New York Codes, Rules and Regulations No. 14, Chapter XXI, Part 800.3(I).
HELPS minimum qualifications :
A bachelor's degree and four years of experience providing addiction services, which must have included providing clinical supervision, program planning, and administration for a licensed or certified addictions program. One year of this experience must have been at a supervisory level. Candidates must also demonstrate possession of the requirements to be designated as a Qualified Health professional as defined in 12 NYCRR, Chapter X, Part 800.2(15).
OR A master's degree in community mental health, counseling, education, human services, mental health, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology can substitute for one year of specialized experience.
Candidate must be eligible and maintain eligibility for full and unconditional participation in the Medicaid / Medicare programs. Failure to maintain licensure, certification and Medicaid / Medicare eligibility will result in termination of employment.

All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
