Payment and Process Improvement Analyst

The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Payment and Process Improvement Analyst (Management and Program Analyst). This position is located within the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Returns Processing Administration (RPA). The incumbent oversees lockbox processing, determining the veracity of file uploads as necessary and tracks all payments received through current and future vendors.
Duties include but are not limited to :
- Developing, managing, improving e-commerce applications
- Developing internal processing instructions
- Updating manuals and annual systems programs
- Providing advice to assist the Director in making decisions and defining policies and procedures
- Conducting statistical and analytical studies of systems or procedures
- Developing and delivering presentations, reports and / or white papers
- Maintaining liaison with experts, specialists and top administrative officials in federal, state and local operations as well as professional organizations
- May also be required to monitor outside vendors and contracts to ensure compliance
- Performing other duties as assigned
Minimum Qualifications : Four (4) years progressive experience performing the duties related to operational and administrative support to improve processes and programmatic effectiveness, utilizing tax systems or similar systems to process financial transactions (i.e. tracking payments from vendors); developing programmatic plans and goals; managing complex projects; and analyzing and evaluating systems. Qualified candidates must possess experience using Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and excellent written and verbal communication skills.
