What are the responsibilities and job description for the Assistant Facility Security Officer position at The Ohio State University?
The Office of Secure Research (OSR) has oversight of Ohio State's compliance with export and national security related regulations and obligations including compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), sanctions administered by the Office of Foreign Assets Control (OFAC), and the National Industry Security Program (NISPOM) Rule.
The Assistant Facility Security Officer will support the University’s research compliance program related to the execution of a comprehensive research security program for projects with National Industrial Security Program contract requirements. This role will support the program by working with staff, faculty, researchers and sponsors to assist with compliance in these areas.
The Assistant Facility Security Officer (AFSO) will support the Senior Facility Security Officer (FSO) in developing, implementing, and maintaining security plans, processes, and procedures to ensure compliance with the NISPOM Rule, Industrial Security Letters, and other applicable federal regulations. This will include, at a minimum, support of administrative, training, communications, database, and record-keeping aspects of the facility security program for the university and efforts to ensure the highest standards of research integrity.
The AFSO will interact with all levels of customers both inside and external to the university, such as university administration, faculty members, students, staff, DCSA representatives, and Federal Bureau of Investigations personnel to collaborate on compliance with research security. The AFSO reports to the Senior Director of Secure Research and supports the Senior Facility Security Officer (FSO) in the operation and maintenance of our Facility Clearance.
Required Qualifications:
Current and final U.S. Government Secret security clearance with the ability to obtain and maintain a DoD Top Secret clearance.
Thorough understanding and experience with DOD security processing systems, including DISS, NBIS, NISS, SWFT, and e-QIP.
Bachelor’s degree
4 years of relevant experience, including at least two years of DoD industrial security experience.
Knowledge and experience implementing the NISPOM Rule and other DoD Security Directives.
Excellent verbal, written and visual communication and presentation skills.
Ability to provide a high level of professional interaction with all levels of diverse stakeholders throughout the university.
Detail-oriented with ability to analyze and report complex information efficiently and accurately.
Desired Qualifications:
A minimum of 4 years of industrial security experience.
Industrial Security Professional (ISP) Certification.
Experience with physical security systems, COMSEC, CPSO responsibilities, counterintelligence, insider threat program operations, and possessing facility operations.

The pay range for this job profile is $69,400- $91,250. The offer for this position will fall within this range based on multiple factors including internal equity, unit's available budget, and the candidate's qualifications.
