SUMMARY: The incumbent will be responsible for the development, stability, and implementation of all Child Welfare Programs. Will direct the planning, organization, staffing and budgeting of Child Welfare Program operations and secures necessary support for implementing programs and providing services. Coordinates program issues and status; directs subordinate employees/Directors. Director will ensure staffing, team meetings, recruitment, court responsibilities are being met per policy. The director will ensure that all staff are trained adequately to ensure competent services are being provided to tribal families. The Director will create and build a strong rapport with surrounding tribes, states, counties, and federal programs that provide services to tribal children. The Director will be responsible for coordination of contract agreements and negotiations with all agencies whom have existing agreements with the Tribe.
ESSENTIAL DUTIES and/or RESPONSIBILITIES include the following:
- Maintain the relationship between supportive services, therapists, and first responders to the Tribe. Develops and fosters relationships to support a co-equal partnership arrangement in carrying out all Administrative and Programmatic responsibilities of the Child Welfare Programs.
- Administers Child Welfare Programs and services in accordance with Tribal Code and Policies and Procedures. Delegate authority concerning allocations of resources while maintain internal control of child welfare programs and activities in a manner which will best benefit the Tribal children and families.
- Approves Leave, maintains discipline, identifies training requirements and provides or assures training for child welfare programs. Explains and defines responsibilities, objectives and goals to subordinate supervisors; and evaluates results achieved for program compliance effectiveness.
- Works in partnership with programs to identify strengths and needs of the child/family and advocate for appropriate services with specific consideration for Umonhon Culture.
- Maintain and regularly review code amendments, policies, and template forms to ensure federal compliance.
- Collaborates with tribal and community partners as it relates to Child Welfare.
- Will maintain confidentiality of all records, materials, and communications concerning the identity of clients, reporters or families.
- Assists programs in development of service plans and set goals to strengthen families and assist in preservation of family units.
- Ability to supervise an integrated team of professionals that provide weekly in-person and/or phone contact with families served.
- Ability to supervise and train team members to address intakes, preservation services, and family support as needed.
- Oversees all staff meetings and ensures proper communication between employees.
- Responsible for developing and maintaining strong working relationships with team members and community providers.
- Ability to manage grants, contracts, and contract negotiation. Responsible for other duties as assigned.

EDUCATION and/or EXPERIENCE:
- High school diploma or GED
- Bachelor's Degree in Social Work, Human Services, or related field preferred.
- A minimum of 5 years of experience working in Social Services/Child Welfare.
- A minimum of 5 years of experience working on development and implementation of policies and procedures.
- Experience working with Native American tribes and understanding Native American culture.
- A minimum of 5 years of experience in grant and budget management.
CERTIFICATES, LICENSES, and/or REGISTRATIONS:
- Must have valid Driver's License and be insurable by Tribal insurance
- Must complete all required State, Federal, and Tribal training within one year

- Understanding of cultural issues in a treatment process
- Demonstrate knowledge of and/or experience in the Omaha Tribe of Nebraska cultural community.
- Has working knowledge of state databases and procedure to ensure work compliance.
