Job Summary

The Construction Quality Management (CQM)/Quality Assurance (QA) Specialist will play a critical role in ensuring the successful execution of construction projects at NAS Pensacola by overseeing compliance with contract requirements, safety standards, and quality control measures. This position requires a highly skilled professional with extensive experience in construction quality assurance, contract management, and regulatory compliance. The CQM/QA Specialist will be responsible for evaluating contractor performance, identifying and resolving construction issues, and ensuring that all construction activities comply with applicable regulations, including VA-specific requirements. This position requires close collaboration with the Contracting Officer’s Representative (COR), Facility Manager, engineers, architects, and other stakeholders to facilitate smooth project execution. Additionally, The CQM/QA Specialist will maintain meticulous documentation of project progress, perform on-site inspections, and contribute to decision-making processes regarding project modifications, change orders, and claims. The applicant should possess strong technical expertise in construction quality management, the ability to interpret complex design documents, and exceptional problem-solving skills. Experience working with federal construction contracts, particularly those under the U.S. Army Corps of Engineers (USACE) and Department of Veterans Affairs (VA) is highly desirable.

Roles and Responsibilities

  • Review submittals and provide recommendations to the COR concerning acceptability. Review and provide written comments to the COR on selected contractor submittals pursuant to special clauses of the contract.
  • Review construction contractor questions and Requests for Information (RFI)/Requests for Clarification (RFC) and recommend responses and solutions to the COR.
  • Review construction contractor’s schedules and report findings to the COR.
  • Review construction contractor’s deficiencies in performance and other factors impacting, or with the potential to impact, timely execution of the project, and provide written comments and proposed correspondence to the COR regarding responsibility and corrective actions to be taken by contractor, Government, designer, etc.
  • Review project issues, requests for equitable adjustment and claims to determine contract basis and entitlement. Make appropriate recommendations with supporting documentation to COR.
  • Compute time extensions and suggest extensions to the contract time to the COR.
  • Assist the COR in preparing documents during the sequence of events required for processing a change order/modification and claims from initial action to final negotiations and payment. Provide the COR review and analysis of change requests.
  • Make technical interpretations of drawings and specifications and provide determinations on whether methods and materials employed meet the requirements of contract specifications, and make appropriate recommendations to COR.
  • Review project plans and specifications to determine such things as practicability from construction standpoint, whether physical obstructions or other construction difficulties have been anticipated, and whether materials selected are readily available. Provide written comments to the COR.
  • Utilize the USACE Resident Management System to prepare and submit reporting information to include, but not limited to daily reports.
  • Review project plans and specifications during both design and construction phase. Plans shall be reviewed for construction contract compliance, constructability, and technical correctness.
  • Review of submittals, safety plans and shop drawings for contract compliance including compliance with VA specific requirements (Directives, Programs for Design, Guidebooks, TIL spec, etc.
  • Maintain records of all necessary construction documentation such as financial cost accounting, meetings, drawings, submittals, applications for payments, change orders, proposals, purchase orders, communications, transmittals, notes, etc.
  • Attend weekly progress meetings with architects, engineers, and prime construction contractors. Provide report of meeting to Facilities Director/COR/ACO with identification of any problems or difficulties and recommendations for resolution.
  • Review submittals, shop drawings, and samples. Provide written comments as the representative of the Facility Manager/COR/ACO.
  • Perform continual on-site surveillance of construction activities, inspect the construction contractor’s quality control activities, monitor and record testing required by contract documents, and maintain weekly progress photos of the project.
  • Review and evaluate all change orders/modifications recommended by the designer of record or his/her consultants, all change order requests, and cost proposals made by the contractors, and recommend actions to be taken to the Facility Manager/COR/ACO.
  • Aid in preparing punch list corrections prior to acceptance of the building or portions of it by the Facility Manager/COR/ACO.
  • Review final 'as built' drawings for accuracy as representative of the Facility Manager/COR/ACO.
  • Collect and review all warranty documents and provide all mechanical and electrical systems information, including operation and maintenance manuals, to NAS Pensacola personnel responsible for ongoing maintenance.
  • Provide recommendations for design modifications.
  • Provide effective coordination, support, and promotion of interactions with other staff offices and organizations.

Qualifications and Education Requirements

  • Bachelor’s degree preferred.
  • Minimum of three (3) projects of similar magnitude, complexity, and scope.
  • Five (5) years of related healthcare experience, relevant field experience working in building construction/renovation/modernization.
  • Prior experience utilizing and participating in the U.S. Army Corps of Engineers Three-Phase Inspection Process.
  • Prior experience utilizing and following USACE EM 385-1-1, Safety and Health Requirements Manual.
  • Experience with USACE Quality Control processes and reporting.
  • Current and valid OSHA-30hr, Corps of Engineers Safety and Occupational Health Management System (CE-SOHMS) is preferred.
  • Current and valid American Society for Healthcare Engineering (ASHE) Healthcare Construction Certificate (HCC), or The American Hospital Association’s (AHA) Certified Healthcare Constructor (CHC) Certification is preferred.
  • Knowledge of construction cost estimating.
  • Possess an active favorable NACI.
  • Working knowledge of the medical design criteria, the Uniform Facility Criteria (UFC) and Federal Building Code requirements
  • Strong working knowledge of Microsoft Office, Smartsheet, Microsoft Project, or other project management solution to manage projects.

Additional Notes

  • This position is on-site at a government installation, the candidate should be comfortable to undergo a background investigation.
  • Work Hours: Monday through Friday, 8 hours per day, excluding Government holidays. Personnel shall not work more than 80 hours in any two-week period. Subject to prior approval by the supported-facility POC or Facilities Manager, variations in work schedules are acceptable when the total hours per week are not exceeded and no obligation is incurred that would require personnel to be paid overtime. Due to the nature of performing services in support of healthcare facilities with an ongoing mission, it is occasionally necessary to work outside of clinic hours to de-conflict spaces. When it is necessary for to work outside of agreed upon daily working hours, the supervising site POC will provide written notice.
