Schedule: Monday-Friday, 8:00am-4:30pm

SUMMARY:
The Assistant Director, Kensington Mental Health Services, in partnership with the Director of Interim Housing and Mental Health, will oversee Outpatient Care Services (OCS) and the Housing Supportive Services Program (HSSP) for adults residing at Kensington Campus. OCS and HSSP are specialized programs that provide comprehensive and intensive field-based community mental health services designed to meet the unique needs of individuals in Interim Housing (IH) and Permanent Supportive Housing (PSH) who have a Severe Mental Illness (SMI) or Serious Emotional Disturbance (SED). The Assistant Director will monitor and support all administrative aspects of the OCS and HSSP, funder expectations, contract goals and outcomes to ensure compliance. The Assistant Director will also oversee and support the OCS and HSSP onboarding and training aspect of the program. The Assistant Director will provide administrative and clinical supervision if appropriate to staff, including Program Managers, Clinicians, and Clinical Interns. This position is responsible for maintaining the efficiency of operations while fostering teamwork among staff and across departments and programs.

DUTIES and RESPONSIBILITIES:
Under the supervision of the Director of Kensington Interim Housing and Mental Health, the Assistant Director is responsible for the following:
1. LPS Designated to participate in initiating 5150 involuntary psychiatric holds and takes the lead with crisis management, as well as participates in after hours on-call psychiatric emergencies calendar.
2. In collaboration with the Director of Kensington Interim Housing and Mental Health, monitor all administrative aspects of agency’s Department of Mental Health (DMH) contracted HSSP program, Outpatient Care Services, including billing and contract maximization in compliance with contract goals and outcomes in a timely manner.
3. Work closely with Kensington site-wide programs including: Interim Housing, Wellness, and Project Based Housing to ensure clients’ mental health needs are being addressed in a Trauma Informed and Harm Reduction capacity.
4. Attend meetings, respond to email correspondence, develop and maintain appropriate relationships on behalf of the Director and staff.
5. Represent agency interests at Department of Mental Health meetings, as well as other DMH Service Area 1 and county-wide meetings.
6. Ensure productivity goals and outcomes are achieved, including a minimum of 65% of staff time being in direct service provision across program; including DMH documentation standards and guidelines.
7. Support the coordination of clinical services and activities with outside agencies, partners, and funders; including the coordination of referral processes.
8. Collaborate with Clinical Quality Assurance and Billing Department to ensure compliance of program requirements,
9. In partnership with the Director, provide individual and team supervision, support, and performance evaluations for all assigned staff.
10. Assist in recruitment, selection, training, supervision, and evaluation of direct service staff
11. Collaborate with Quality Assurance to ensure proper staff orientation, training and audit preparedness for all clinical and mental health contracts.
12. Complete required reporting to LA County Department of Mental Health as outlined by contract requirements.
13. Support psychiatry needs such as, data collection, client coordination, invoices, and reporting.
14. Support Mental Health Clinical Intern Program as needed.
15. Assist in crisis interventions as needed.

QUALIFICATIONS:
1. Master’s Degree in the field of Social Welfare or Marriage and Family Therapy, or doctorate in psychology or related field; Licensure preferred.
2. Minimum of four years experience in the field of mental health and/or substance addictions.
3. Strong working knowledge of Medi-Cal documentation and requirements.
4. Outstanding clinical review skills
5. Strong training, project management, and team-building skills
6. Able to behave with sensitivity, tact, politeness and responsiveness with staff and clients
7. Detail oriented with excellent time management, organizational, written, verbal, interpersonal, presentation, and computer skills
8. Knowledge of trauma informed services, housing first, and harm reduction methodologies.
9. Experience providing administrative and clinical supervision
10. Contract and quality assurance experience
11. Current valid CA Driver’s License.
12. LPS Designated

WORK ENVIRONMENT:
1. Combination of field and office environment
2. Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
3. Fully on-site position, On occasion walk or drive to different sites
4. Will necessitate working in busy and loud environments
5. Will be exposed to elements like cold, heat, dust, noise and odor
6. May need to bend, stoop, twist, and sit throughout the day
