JOB SUMMARY:
The City of Gardendale is seeking to hire a Civic Center Director to oversee the planning, promoting and directing of operations and maintenance for the civic center and exhibition hall. Such individuals prepare for upcoming events at their facility by coordinating the marketing and promotional efforts, communicating with various department heads, approving layout and capacity of rooms, and hiring and scheduling the appropriate staff. They compose and review contracts with clients, evaluate proposals and bids from vendors and negotiate rental fees for rooms and facilities. Employees in this job class also develop and monitor the budget, establish policies and procedures for the facility and assign and review the work of subordinate staff.

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
  • Experience directly supervising employees which includes coordinating employees’ work activities, delegating tasks to employees, and reviewing employees’ work performance.
  • Experience reviewing commercial or other non-residential contracts which includes specifying services, dates, times, fees, rules, and regulations.
  • Experience managing commercial or other non-residential property, which includes reviewing and paying utility bills, maintaining property, and ensuring property security.
  • Experience planning, preparing, and monitoring budgets for an organization or department.
  • Experience performing the marketing and sales of various organizational services to external customers and/or organizations.
  • Experience in a customer service role.

PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
  • Bachelor’s degree in Business, Public Administration, or a related field.
  • Experience conducting event management to include vendor communication and negotiation, venue selection, on-site management and execution, and invoice processing and reconciliation for events.
  • Five (5) or more years experience directly supervising employees which includes coordinating employees’ work activities, delegating tasks to employees, and reviewing employees’ work performance.
  • Experience working in the operations of a civic center or similar facility.
TYPICAL JOB DUTIES:
  • Prepares for upcoming events by hiring staff, informing local businesses, coordinating logistics of rooms and facilities, and developing advertisements for the events.
  • Manages financial operations by developing and monitoring an annual budget based on cost analyses and estimated revenues, resolving financial obligations, and reviewing bills and receipts to ensure that expenditures and revenues are in line with the annual budget.
  • Meets the needs of clients by discussing client needs, composing and reviewing contracts and proposals, and negotiating fees to ensure client satisfaction.
  • Exercises supervisory duties by establishing policies and procedures and ensuring staff adherence to them and coordinating and monitoring staff’s work activities, and reviewing staff’s performance.
  • Submits and/or approves requests for the purchase of supplies and event materials (e.g., fitness equipment, food, lights, chairs, etc.) according to the estimated needs of the event and available budget.
  • Composes specifications for vendors (e.g., fitness instructors) to outline the specifications of their services (e.g., intensity of the classes they teach, atmosphere of the classes, and behavior of the instructor) to meet the need of clients.
  • Establishes policies, procedures, rules, and regulations regarding rental rates, client contracts, and other related procedures for the operation of the civic center.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.
WORK ENVIRONMENT:
Work is performed primarily in an office setting or employer-owned facilities such auditorium, event space, or athletic facility. Work involves use of standard office equipment, such as computer, phone, copier, etc.
