JOB SUMMARY:
The Assistant Director for HR Recruitment and Selection oversees the day-to-day operations of the Employee Selection and Talent Sourcing Divisions within the Jefferson County Human Resources Department, managing a team of approximately 15 direct and indirect reports. This role ensures the effective hiring of qualified candidates across all levels of County government through the development, implementation, and oversight of sound, legally compliant recruitment and selection processes. The Manager is responsible for creating and executing recruiting strategies that promote equal opportunity and diversity, as well as managing external vendors to meet service standards. Additionally, the role involves training HR staff and hiring managers on best practices, ensuring compliance with laws and policies, and collaborating with the CHRO and other stakeholders to improve organizational processes. The Manager also contributes to strategic planning, sets departmental goals, leads process improvements, and coordinates projects to enhance operational effectiveness and organizational performance.
MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
- Master’s degree from an accredited college or university in any of the following major areas of study: Industrial & Organizational Psychology, Human Resources, Business Administration (with Human Resources concentration), Public Administration (with Human Resources concentration) or highly related field with graduate-level coursework in recruitment and employment testing.
- Experience having the direct responsibility of establishing guidelines and procedures to govern employee selection processes for an organization of 500 or more employees.
- Experience developing, administering, and validating employment selection tests and assessments.
- Experience managing employees responsible for recruitment and/or employment selection efforts.
PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
- Ph.D. from an accredited college or university in Industrial & Organizational Psychology, Human Resources, or a highly related field of study with graduate-level coursework in recruitment and employment testing.
- Experience having the direct responsibility of establishing guidelines and procedures to govern employee selection processes for an organization of 1000 or more employees.
- Experience developing and implementing organizational-wide policies governing employment recruitment and/or selection.
TYPICAL JOB DUTIES:
- Supervises staff by setting and outlining expectations, assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing performance feedback and training to staff, and holding employees accountable to appropriate work standards and expectations in accordance with County policies on progressive discipline.
- Manages the day-to-day operations of the Employee Selection Division and Recruitment & Placement Division within the Human Resources Department, including the work of approximately 15 direct and indirect reports, in order to ensure efficient and effective hiring of well-qualified employees within all levels of County government.
- Establishes sound and defensible employment and recruiting processes to include documenting processes, ensuring appropriate review and feedback, communicating processes to relevant stakeholders, and ensuring appropriate training.
- Ensures the development and administration of valid and reliable employee selection assessment processes, including overseeing validation studies to maintain the highest standards of fairness, validity, reliability and legal defensibility.
- Ensures coordination of County recruitment effort with the Personnel Board to ensure the development and implementation of comprehensive recruiting plans designed to ensure broad accessibility and outreach and promote equal opportunity and inclusivity; including leveraging a variety of sourcing to attract and yield a diverse pool of qualified candidates.
- Ensures all direct and indirect reports are thoroughly trained on departmental processes and procedures, including providing the ongoing guidance, resources, and support to equip them with the knowledge and skills necessary to effectively perform their roles and responsibilities.
- Participates in and assists with the development and execution of strategic plans related to County employment processes and programs by collaborating with CHRO, department heads, executive administration, and other stakeholders to understand service needs and challenges, identify areas for improvement, and generate solutions to enhance service effectiveness and compliance with policies, rules, and laws.
- Collaborates with and assists County and HR in establishing departmental and organizational goals designed to improve the employment operations and outlines project management activities and timelines in order to accomplish established employment and recruitment goals.
- Critically reviews and analyzes complex selection and recruitment-related situations, issues, and challenges facing the County, assists to troubleshoot the issue, and provides insight and input to address the issue and improve organizational performance.
- Leads the mapping, analysis, and documentation of internal recruiting and employment processes and workflows, to ensure they are efficient, effective, and aligned with organizational goals, optimized to ensure a high functioning division, and compliant with relevant laws, regulations, and guidelines.
- Works with the CHRO, executive leadership, and department heads to modify or revise services, operations, and procedures in order to improve organizational functioning, enhance provided services, create greater adherence to established legislation and state law, and improve clarity and readability.
- Ensures training of hiring managers and department heads across the County on established recruitment and selection policies and guidelines in order to ensure a clear understanding of their obligations and administrative responsibilities in the selection process and to facilitate fair and legally defensible selection processes.
- Reviews employment selection activities of departments and hiring managers throughout the County for the purposes of ensuring compliance with County policies and employment laws and guidelines governing selection processes, and communicates with CHRO any identified issues or failures to comply.
- Makes presentations to internal and external parties and interested stakeholders (e.g., staff, department heads, executive management, professional organizations, general public) in support of employment efforts, services, and functions; to include sharing information regarding strategic initiatives, service enhancements, operational changes, and alignment with organizational purpose and mission.
- Conducts and facilitates meetings with internal and external stakeholders to for the purpose of gathering and sharing critical information about employment services and processes and gathering information on customer or agency needs to ensure the unit can effectively meet those needs.
- Oversees the management of external vendors providing services related to recruitment and selection, in order to assess service quality, ensure their performance aligns with established contracts and the defined scope of work, and works with CHRO to resolve any issues to maintain high standards and support the successful execution of recruitment and employment objectives.
- Manages organizational employment-related projects by defining scope and parameters; identifying, tracking and acquiring needed information or resources; implementing and monitoring timeframes for completion; documenting project activities and efforts; and facilitating efficient and effective project completion and implementation.
- Serves as a functional liaison with the Personnel Board on employment and recruiting projects, programs and activities by providing support, assistance, and consultation to ensure effective communication across agencies; collaborative and complimentary work efforts; appropriate progress on activities/initiatives; and escalation of any identified issues or concerns to the CHRO and PBJC Director.
- Conducts research to address various organizational issues and matters, including researching and reviewing state and federal legislation, regulations, and guidelines to appropriately answer questions, guide activities, and ensure compliance with relevant laws and guidelines when creating or revising rules, evaluating services, and establishing procedures.
- May serve as an internal expert in matters related to legal challenges to recruitment and selection process; including providing expert testimony in court or at hearings regarding the validity and defensibility of selection procedures, employment practices, and the adherence to legal and regulatory standards.
- Collaborates with County departments and units to help identify critical metrics to measure department, unit, or organizational effectiveness and workload; and coordinates across departments to help design effective reports and tools to gather, manage, analyze, and interpret information to aid in decision making.
- Identifies, compiles, manages, analyzes, and interprets data needed in support of executive and organizational decision making and compiles data into interpretable reports for internal and external distribution.
- Coordinates (or assists in) the planning, organizing, and facilitating events, programs, and activities within the managed divisions to help promote an effective work environment and team culture.
- Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
- Ensures staff and internal stakeholders’ questions, concerns, and needs for information are met by overseeing the divisions, responding to inquiries and concerns, and monitoring staff interaction with customers.
WORK ENVIRONMENT:
Work is conducted mostly indoors in an office setting, with periodic field visits to external indoor and outdoor locations. Work involves use of standard office equipment, such as computer, tablet, phone, scanner, copier.
PHYSICAL DEMANDS:
