JOB SUMMARY:
The City of Birmingham is seeking a Principal Housing Rehabilitation Specialist to manage and oversee various housing assistance programs, ensuring compliance with Federal HUD guidelines. Key responsibilities include conducting on-site inspections, reviewing proposals, applications, and projects, and managing housing rehabilitation loan and commercial rehabilitation incentive programs. The role involves reviewing applications and documentation for compliance, monitoring fund dispersal, and conducting investigations to ensure proper fund usage. The Specialist will also interact with stakeholders, explaining policies, housing codes, and regulations, while supervising subordinate staff by reviewing work, monitoring progress, and providing guidance. The position requires adherence to professional standards with general direction provided as needed.

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
  • Driver’s license.
  • Experience monitoring and executing housing rehabilitation and federal grant programs (i.e., HUD & CDBG).
  • Experience conducting Housing and Urban Development (HUD) required full environmental reviews for Community Development Block Grant (CDBG) funded projects.
  • Experience preparing construction-related bids and procurement in compliance with State of Alabama laws.
  • Experience supervising and managing personnel.

PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
  • Bachelor's degree in Business Administration, Public Administration, Building Sciences or related field.
TYPICAL JOB DUTIES:
  • Plans and directs the work of programs engaged in a variety of housing assistance programs to ensure compliance with housing and related codes by establishing goals and timelines, delegating responsibilities, reviewing work, working with outside agencies and vendors, and completing various project reports.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress and/or training.
  • Conducts an environment review utilizing the HUD Environmental Review Checklist and eliminates any revealed barriers prior to starting rehab.
  • Administers housing rehabilitation loan programs and commercial rehabilitation incentive programs.
  • Creates bid proposals according to specifications for equipment, supplies, and services in order to meet the needs of the agency, and closes out projects.
  • Administers housing assistance programs, which may include the critical repair grant programs and various housing rehabilitation loan programs and commercial rehabilitation incentive programs.
  • Explains, counsels, advises, or reports issues such as housing code violations, program requirements, repairs required to comply with the minimum housing code, etc., to individuals such as property owners, tenants, landlords, and community agencies in order to assist or reassure.
  • Conducts condemnation and demolition inspections to ensure compliance with applicable codes and ordinances, and initiates demolition process where appropriate.
  • Prepares reports for supervisors, local, state and national government agencies regarding the status of funding and grant activities.
PHYSICAL DEMANDS:
Job involves physical exertion required for sustained periods of light physical activity such as walking or standing. May involve occasional lifting of items or objects weighing up to 75 lbs.
WORK ENVIRONMENT:
Work is conducted both indoors in an office setting as well as during regular field visits to external places of business, residences, or construction worksites. Work involves the use of standard office equipment, such as computer, phone, copier, etc. Work involves use of various hand tools such as hammers, screwdrivers, wrenches, voltage meters, tape measures, and ladders, etc. May be exposed to weather conditions, such as extreme hot or cold temperatures.
