About the Role:
Position is working in the General Services Division of the Operations Services Department.Incumbent will be responsible for preparing and maintaining all divisional contracts.Will be required to work closely with divisional heads to ensure compliance from both the agency and contract stance. Incumbent must be able to interact well with others for the purpose of planning and procurement of goods and services needed to accomplish the Port Authority’s mission.

Responsibilities
- Determines appropriate method of procurement, prepares purchase orders and contract documents in compliance with Procurement Policies and procedures.
- Administers contracts by assuring compliance with the terms and conditions of the contracts.Including resolution of any problems that may arise during the contract period.
- Reviews and confirms specification information for procurement documents and recommends revisions when appropriate.
- Develop acquisition strategies for goods and services.
- Manages the procurement process to ensure fairness, competitiveness, transparency and integrity.Drafts public advertisements for solicitations and prioritizes assigned work based on deadlines and/or requests
- Solicits bids from qualified sources in accordance with Procurement guidelines.Research governmental agency contracts as needed
- Reviews and enter SAP requisitions, payment requests, service entries and shopping cart entries.Provides detailed documentation and analysis for procured goods and payments.Knowledge of B2G system
- Works closely with counterparts from Law, Comptrollers, Procurement, Treasury and DE&I as it relates to procuring contracts.
- Preparation of contractual correspondence, MA and MJ documents as necessary
- Conducts debriefings, pre-submittal meetings, site tours at multiple PA facilities, post award meetings, vendor forums/outreach and vendor courtesy meetings.
- Works closely to resolve all contract issues with regards to payments.Acts as a liaison for dealing with non-performance, poor performance and default of contracts
- Travels to multiple PA facilities to facilitate meetings and ensuring timely acquisition of goods and contract renewals by providing proactive customer service
- Work closely with Manager and report all issues with regards to contracts, monitors progress of contractors, advise contractors and coordinate requests for deviation
- Bachelor’s degree in business, Finance or other related fields from an accredited college or university.
- Exhibits knowledge of contract process as it relates to this position.
- Must have working use of B2G, SAP and/or VIM system.
- Must have a valid driver’s license.
- Must be proficient utilizing PC based applications.Thorough knowledge of Microsoft Office primarily Excel.
- Knowledge of PA Organizational policies and operating issues as the relate the procurement of goods and services as well as the MA and MJ process.
- Demonstrated experience handling multiple assignments and heavy workload while meeting tight deadlines
- Must possess problem solving and analytical skills
- Excellent written, oral and presentation skills.
