About the Role
Reporting to the Manager of the Structural Integrity, the selected candidate will be responsible for assisting in the management of the Structural Integrity Unit of the Quality Assurance Division and will be responsible for responding to Immediate Actions and the development and execution of the Condition Survey Program, as well as other management activities. The candidate will assist in overseeing the digital transformation of the unit and will be a liaison regarding such with the appropriate agency divisions and departments. The candidate will be responsible for the day-to-day operations of the Structural Integrity Unit including the supervision of technical in-house staff and Consultants in performing specific functions, as well as staff evaluation.

Responsibilities
Day to Day Operation s
- Currently the Manager through the Project Managers delegates assignments to staff on a day-to-day basis and is aware of the office flow. To free up the Manager's time to work on QAD, Department and Agency issues and requests, the Assistant Manager will take over day to day operations, only reporting to the Manager as needed to discuss critical matters. The Assistant Manager will be a Project Manager for assigned facilities and has to be aware of the work performed by the other Project Managers and their assigned facilities.
- Staff Evaluations
- The Assistant Manager will be responsible for the performance evaluations of the Task Leaders. The Manager will limit employee reviews to the Assistant Manager and the Project Managers.
- Immediate Actions
- Develop and maintain a viable Immediate Action response to structural emergencies.
- Manage the response to Immediate Actions
- Call on Department and Agency resources and deploy the Immediate Repairs Contractor as necessary to respond to the Immediate Action
- Assure resolution of the Immediate Action and continuation of Facility operation
- Report on the details of the action taken.
- Condition Survey Program
- Develop and execute a Condition Survey Program through direct contact with the various Line Departments and Facilities.
- Collaborate with other Quality Assurance Division Managers to prepare annual Quality Assurance Division budgets for Condition Surveys, TAA Review Services and Construction Standards Services for Line Department and Facility approval.
- Allocate projects to consultants and in-house staff within the guidelines established by the Procurement Department.
- Review aspects of the Condition Survey field inspection and report preparation.
- Assure the program meets budget and scheduling goals.
- Review RFPs for Condition Survey Projects.
- Review Condition Survey Estimates.
- Provide guidance for consultant management and facility liaison.
- Other Responsibilities
- Acts as a liaison with Facility, Line Departments, Consultants and outside agencies.
- Assists in the management of staff and consultants directly and through directives to subordinates.
- Assists the Manager-Structural Integrity with strategic planning for the Division including the creation, recommendation and implementation of Structural Integrity Unit policies and procedures.
- Interact with other Divisions of the Engineering Department. Correspond, attend meetings, etc.
- QAD Project Manager for the selection of Consulting Engineers for the Condition Survey Program.
- QAD Project Manager for the selection of the Immediate Repairs Contractors and for preparing documents for all 11 immediate repairs contracts for all PA facilities.
- Completes QA/QC responsibilities.
- Completes special assignments under the direction of the Manager, Structural Integrity.
- Bachelor’s degree in engineering from an accredited college or university
- Professional Engineer licensed in the State of NY or NJ
- A minimum of 15 Years experience in the inspection and evaluation of various types of structures(bridges, buildings, wharfs, sign structures, tunnels…) including the demonstration of project management of structural integrity assignments
- Ability to be on-call 24/7 to respond to Immediate Actions
- Must possess a valid Driver's License
- Proven ability to act decisively and effectively under pressure regarding critical and immediate structural integrity concerns.
- Demonstrated experience in project management, engineering design and/or construction fields including the preparation of reports and construction documents, setting priorities, scheduling and budgetary control
- Proven ability to manage projects of varying complexity and risk and effectively utilize limited available resources to achieve complex goals
- Demonstrated experience in managing and influencing diverse work groups and project teams
- Effective oral and written communication skills and interpersonal skills
- Completion of Bridge and Tunnel Inspection Training courses offered by the FHWA
