About the Role

This position is located at the Consolidated Maintenance Facility in Jersey City, New Jersey . I f a P ort Authority candidate is selected for this position, he/she will remain a PA employee (assigned to PATH) and will continue to be enrolled in and accrue time with NYSLRS. This is a Railroad Position , t he selected candidates will be enrolled in and must contribute to Railroad Retirement instead of Social Security (FICA) . PATH FM positions are not represented by a Union. Salary will be administered in accordance with PATH F-Plan Compensation Guidelines. Overtime work is compensated at a 1-1/2 times the hourly rate. This position may be assigned either Day or Night Tours as required by the current workload.

Responsibilities

Under the direction of the Chief Maintenance Supervisor Track, the General Maintenance Supervisor Track Power Rail, will supervise the TWU and IBEW forces carrying out inspection, Maintenance and Capital Project work. All work will conform to the PATH Track Standards Manual, the PATH Book of Rules, and/or industry standards. Typical duties include, but are not limited to :

  • Leading, planning, and scheduling the work force of Trackman, Power Railman, Mechanical Equipment Operators, through the Track Foreman, in the inspection, maintenance and construction of track and contact rail.
  • Identifying and prioritizing trackwork activities, responding to emergencies, supervising and directing repairs, maintenance and new work, including identifying and obtaining necessary materials, equipment, and labor to complete the work.
  • Reporting performance and Annual Maintenance Programs, Capital Projects, and Support Projects including quantities of materials, labor, and equipment used. Also responsible for performing all work within budgetary requirements including overtime.
  • Reporting and investigating employee injuries on duty, assisting in the development of initiatives and programs to promote and improve the Divisions Safety and Absence Control Programs.
  • Attending work scheduling (Track Rights) meetings on a weekly basis as directed. When appropriate, attending other meetings to represent the Track Section of the Division.
  • Preparing or supervising the preparation of Daily Work Reports for submittal to Superintendents Office. Reviewing daily time sheets for accuracy and completeness of required information.
  • Act as vacation/sick/absence relief for the Chief Maintenance Supervisor or General Maintenance Supervisor as directed.
  • Attending and participating in Power Railman candidates and other promotional interviews to assist in selecting qualified applicants.
  • Provide supplemental training as required to various positions within the section.
  • In accordance with the Federal Railroad Administration (FRA), the selected incumbent must participate in a Track Safety Certification Class.

Minimum Qualification s

  • A standard or vocational four-year high school or equivalency diploma is required.
  • Five years of progressively responsible experience in Track and/or 3 rd rail maintenance, inspection and construction practices.
  • Knowledge and familiarity of Track/Power Rail Maintenance Equipment use, maintenance and repair.
  • At least five years in a Supervisory or Managerial capacity.
  • A valid driver's license is required.
  • Ability to become and maintain FRA 213 Track Qualified (if not already).
  • Applicants must meet all performance and attendance standards and have completed all probationary periods.

Desired Qualifications

  • Ability to lead and supervise a large subordinate group of ununionized employees, negotiate outcomes and resolve conflict.
  • Demonstrated ability to plan, organize and execute preventative and corrective maintenance work.
  • Demonstrated ability to formulate and implement innovative and creative solutions to facilitate and improve maintenance routines.
  • Knowledge of Railway Track and third rail (power rail standards) and maintenance inspection techniques, and familiarity with those standards and technique on other properties. Experience with agreement employees, Operating Rules from electrified Railroad in the United States, and FRA or FTA standards.
  • Knowledge of PATH/PA organizational structure (or some other relative electrified railroad similar to PATH), operating policies and procedures, especially as they apply to facility operations, maintenance, safety, budget preparation/control, and employee relations.
  • Demonstrated excellence to read, review, comment and plan work from drawings and blueprints.
  • Demonstrated excellent verbal and written communication skills and knowledge of personal computer applications in MS Office Programs and the Maintenance Information System (MMIS) or a similar inventory and maintenance control system.
  • Physical ability to work in a railroad environment, including extensive duration in the maintenance yard and on track located in tunnels and open areas. This includes considerable standing, bending, climbing and walking on railroad ties, stone ballast, and metal gratings.
  • Ability to respond in adverse weather and other emergency conditions working extended hours or various shifts as needed.
  • Exposure to construction/maintenance on an electrified railroad.
  • Engineering or Technical education and classes relevant to railway systems.

The Port Authority Trans Hudson Corporation (PATH), an FRA-regulated commuter railroad, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads. A union seniority system dictates work schedules for jobs represented by one of PATH’s unions, and time off may not be immediately available during the usual summer and holiday periods. Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment.
