About the Role
The Operations Services Unit provides a centralized function for the preparation and delivery of maintenance and services contracts, which provide critical services to all TB&T facilities (GWB, GWBBS, PABT, LT, HT and SIB). The selected candidate will be responsible for the management and oversight of TB&T's maintenance and services contracting program, which includes contract preparation, technical research, cost analysis, pre- and post-award MWBE strategy, procurement process, conflict resolution, as well as the preparation and advancement of authorization documents and all tasks related to the execution and continuity of these contracts.
Reporting to the Senior Program Manager, Operations Services, the successful candidate will be responsible for a wide range of functions including but not limited to :
Responsibilities
- Program management for the preparation and delivery of over 80 maintenance and services contracts across all TB&T facilities, including weekly collaboration with TB&T's Corporate Contract Services Manager and maintenance of TB&T's contract services job tracker.
- Coordination with GWB, PABT, LT, HT and SIB facility staff on contract scope, terms and conditions, and current business needs.
- Conducting scope review exercises, contract cost reduction exercises and MWBE performance strategy exercises.
- Provision of advisory services to TB&T corporate and facility staff on current contracting policies, templates, procurement strategy, timeline and MWBE requirements.
- Budget support assistance.
- Preparation and advancement of internal memos, correspondence, and authorization documents (MA, MJ, PRMJ), including coordination of approvals with concurring departments such as Procurement, Law, MBD, ODI, PMO, ODEI, Engineering and OSEC.
- Briefing TB&T leadership regarding financial resources needs, new contract scope, Board related issues, etc.
- Program management of TB&Ts MWBE Supplier Diversity Performance Program, including reporting, strategy, outreach and management of the B2G (Business to Government) MWBE database.
- Quarterly reporting of MWBE Supplier Diversity results and preparation of presentation materials in collaboration with ODEI. Performance of pre-bid outreach exercises in support of the Discretionary Program.
- Contract administration support for various multi-facility contracts and mediation support for facility issues with contractors.
- Participation on Departmental Programs, such as the Emergency Operations Center (EOC) Liaison Program.
- Miscellaneous management support for Agency and TB&T initiatives.
- Development project support including oversight of payments to consultants and contractors; handling of monthly accruals, and related tracking and record keeping.
