From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities.

The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll.

FACILITIES MAINTENANCE MANAGER - JOB DESCRIPTION

RESPONSIBLE TO: Assistant Director/Director of Property and Maintenance

FUNCTION: Effectively manage the Maintenance Department to ensure that all TRC owned and leased properties are well maintained on an ongoing basis. Ensures that all preventative maintenance activities, routine day to day maintenance requests and emergency on call services are provided in a timely, cost effective and efficient manner. Ensures compliance with all pertinent local building codes as well as National Fire Protection Agency and Life Safety Codes. Works closely with all other TRC departments to ensure physical plant compliance with OPWDD, DOH, VA, and HUD regulations. Ensures that all departmental activities are accurately documented and processed in a timely manner, including purchase requisitions, credit card transactions, employee time keeping, and micromain work order tracking. Develops comprehensive scope of work for maintenance projects and minor renovations for external contractors and provides the necessary follow up to ensure satisfactory completion. Works with architects and engineers for major projects/renovations to develop scope of work to meet specific department need and ensure satisfactory progress and completion. Assists in the planning, acquisition, and development of new properties. Will provide coverage for the Director of Property and Maintenance in their absence as needed in regard to Maintenance.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Comprehensive knowledge of electrical, plumbing and general maintenance. Established supervisory and management skills, ability to learn regulations governing assigned area(s) of responsibility, and ability to supervise diverse staff in multiple locations throughout Chautauqua County. Excellent problem-solving skills as it relates to electrical, plumbing and general maintenance. Knowledge of local Building Codes, Life Safety Codes, and relationship to other programs and services and funding requirements. Strong computer skills, including the ability to use Lotus 123, Excel, WordPerfect and Microsoft Word in order to carry out assigned duties. Knowledge of or ability to learn operation of the Computer Maintenance Management System (MicroMain), ARM Advanced Requisition Management System, Kronos, and other computer software systems. Self-direction and the ability to organize time well and manage multiple responsibilities effectively and in a timely fashion. Excellent verbal and written communication skills, including the ability to communicate effectively with others both within and outside of the organization. Fiscal awareness and ability to understand various funding systems. Reliability, adaptability, flexibility and a willingness and availability to work non-traditional hours as needed or assigned., Assume responsibility for accepting calls on a 24/7 basis, including all agency alarm calls.. Physical condition or reasonable accommodation(s) commensurate with the demands of the job.

MINIMUM QUALIFICATIONS: High school diploma or GED plus five (5) years’ experience as a plant/building maintenance person and/or equivalent experience in the major trades. Three (3) years of managerial experience required. Valid driver's license, use of a personal vehicle, and ability to travel for work or equivalent accommodations required.

DUTIES SUPERVISORY: Responsible for providing administrative supervision of assigned Maintenance Department staff, including but not limited to:
1. Hiring, firing, discipline, performance evaluation, in-service education, training, development and support, and ensuring that there is an adequate number of staff to fulfill assigned responsibilities.
2. Conducts staff meetings as needed or assigned.
3. Ensure the competency and professionalism of assigned staff.
4. Ensures that all services provided by the department adhere to federal and state laws and regulations governing personnel administration as well as, TRC policy and procedure.
