Position Summary:

The Housing Regulatory Compliance Specialist, under the direction of the Housing Manager is responsible for ensuring the department operates within all applicable regulations, industry standards, and internal policies by conducting self-monitoring activities, identifying potential compliance risks, implementing preventative measures, and reporting any violations to relevant authorities.


Essential Duties and Responsibilities:

  • Assist the Manager with planning, monitoring, and close out of all special contracted projects including new construction, and rehabilitation of housing inventory.
  • Assist in the development of RFP, RFQ, and other bid documents, including the sealed bid process.
  • Ensure contractors adhere to cost and quality controls.
  • Ensure contractors comply with all permitting requirements.
  • Ensure HUD-assisted housing units comply with building codes and safety standards.
  • Participate in all final inspections to ensure work is completed according to contract terms.
  • Monitor and document all procurement activities to ensure compliance with HUD and tribal procurement regulations and policies.
  • Create and maintain a filing system for all procurement activities of the Housing department.
  • Assist with the collection of data for cost/price analysis for all procurement activities.
  • Monitor the department’s inventory of supplies, tools, equipment, and materials.
  • Ensure department records collections are maintained in an organized, secure fashion in compliance with funding source requirements.
  • Coordinate billing of housing repairs and materials.
  • Keep abreast of changes with federal regulations, HUD guidance and tribal policies.
  • Organize and conduct training sessions for staff as necessary when NAHASDA regulations and HUD guidance are updated.
  • Assist Manager with the required environmental review process and reporting required by HUD and the NEPA.
  • Collect and compile data for detailed reporting on the department’s budget management reporting of goals and objectives.
  • Conduct an annual self-monitoring review of all HUD aspects of the Housing Department Programs and report to tribal leadership.
  • Monitor project expenses to meet cost standards and implement cost saving actions.
  • Assist the Manager with planning the annual Indian Housing Plan by researching new housing activities.
  • Attend meetings with project partners and tribal agencies as required.
  • Travel for training as required.

Contacts/Purpose of Contacts:

  • Contact with all tribal department supervisory staff and individuals or groups from outside the employing agency.
  • Contact with persons in their capacities as attorneys, counselors, or representatives of professional organizations.
  • Contact with representatives from funding agencies.
  • Contact with community members and other stakeholders.

Minimum Qualifications:

  • Associate’s degree in Business Administration, Accounting or a related field or two years demonstrated ability in relevant work experience may be considered in lieu of degree.
  • Will be required to undergo and successfully pass a background check and complete and pass pre-employment drug testing.

License, Certification, or Special Requirements:

  • Native American preference shall apply to all positions.
  • Must possess a valid state issued driver’s license, and be able to obtain a Tribal Driver’s License and qualify for coverage by SCIT auto liability insurance carrier.

  • Must have organizational skills and be able to plan, prioritize and manage work load to meet goals in a timely manner.
  • Must be able to communicate effectively, verbally and in writing, to a diverse range of audiences and in various settings.
  • Must have negotiation and mediation skills.
  • Must have good project management skills; schedule and prioritize project tasks; and meet project deadlines.
  • Must have familiarity with federal housing program rules and regulations.
  • Must have familiarity with SCIT Housing program rules and regulations.
  • Mist have familiarity with the SCIT procurement policy.
  • Must have familiarity with HUD self-monitoring procedures.
  • Must have experience with housing construction and rehabilitation.
  • Must maintain confidentiality.

Physical Demands:

  • Frequent use of hands, wrists, fingers associated with computer equipment.
  • Position is mainly sedentary with sitting for long periods, occasional standing, walking and lifting of maximum 20 pounds.
  • Physical factors include normal visual acuity, normal hearing, bending, driving, standing, walking, carrying/lifting, pushing/pulling, climbing stairs, stooping, kneeling, crawling, reaching, manual handling, and use of smell.
  • Potential hazards include constant client contact and computer use.
  • This position may include high pressure situations, and deadlines occurring in a dynamic environment.
