Starting Wage: $36.16 an hour Exempt Annual Salary $75,212.80

Position Summary:

Under the supervision of Behavioral Health Director, responsible for the supervision of staff assigned to the Residential Treatment Program and its extended support programs to ensure a high quality and safe environment for recovery from substance use disorders. Oversee the daily operations of the Residential Treatment program. Enhance and expand programming via holistic and culturally sensitive approaches which are consistent with and in compliance with all governing bodies and funding sources. All Behavioral Health staff must adhere to mandated reporting laws.


Essential Duties and Responsibilities:

  • Ensure enforcement of program protocols, especially confidentiality as mandated by state and federal Law.
  • Implement and monitor policies and procedures to ensure RTC and SLP programs are in compliance with all governing, regulating, and certifying body requirements.
  • Manage staff schedules and time off approval to ensure compliance with tribal operations policies and procedures and to ensure sufficient coverage of the RTC/SLP Programs.
  • Assist in the development and monitoring of program budget, goals, and benchmarks and collaborate with responsible parties to complete reports and updates as needed or required.
  • Monitor and report on program goals, objectives and budgets as required to ensure progress and fiscal responsibility.
  • Ensure Residential treatment staff review emergency policies and procedures and document all required drills.
  • Provide staff supervision, conducting performance evaluations, meeting regularly with staff to determine successes, and identifying problem areas and structure change for improvement.
  • Coordinate training opportunities for program staff to enhance staff performance, increase knowledge of the client population and treatment needs and requirements while also promoting cultural awareness and sensitivity.
  • Oversee the safety of the residential facility and building maintenance.
  • Utilize the RPMS system for identification of direct and indirect services by using weekly activity logs and PCC forms.
  • Interview and hire residential staff in accordance with Human Resources policies and procedures.
  • Ensure disciplinary actions within the RTC program are in accordance with personnel policy and procedure, to include suspension and dismissal.
  • Collaborate with outside providers to coordinate or develop programming opportunities which support holistic approaches and promote fiscal responsibility and community outreach.
  • Increase knowledge in emerging trends and issues to increase compliance, expand offerings, and address program deficits.
  • Provide necessary documentation that fulfills the requirement for all program licensing and CARF accreditation commission standards.
  • Participate in Leadership, Quality Assurance and Clinical Team meetings to encourage program development, assure quality programming, and seek feedback regarding program needs and effectiveness.
  • Provide crisis intervention, assessment, and counseling on an intermittent basis within the RTC/SLP programs.
  • Provide shift coverage when necessary.
  • Collect and monitor data descriptive of the program offerings, clients served, quality assurance issues, and information pertinent to budgetary requirements.
  • Provide information to assist in the report writing on progress, goals, and objectives quarterly.
  • Adhere to resident confidentiality and comply with department policies and federal regulations under the Privacy rules of the Health Insurance Portability and Accountability Act (HIPAA).
  • Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
  • Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:

  • Frequent contact with clients with the program, adults, families, potential clients, the general public and other stakeholders, social services, court or legal systems and other agencies and providers deemed appropriate to accomplish effective services and treatment exercising discretion and judgment.


Minimum Qualifications:

  • Master`s Degree level in Counseling, Social Work, Human Services or related field.
  • Limited licensed individuals who can obtain licensure within two years from date of hire
  • Minimum of one year experience in Residential Treatment of any kind or Behavioral Health related field
  • Experience with substance abuse treatment protocols, the judicial and legal system.
  • Must have flexibility in daily routine and be available for after hour(s) and weekend consults with the resident program, various tribal agencies and local hospitals.
  • Experience in working collaboratively across multiple organizations and community systems.
  • Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.


Desired Qualifications:

  • Full Licensure
  • One year in a supervisory capacity.
  • Experience with co-occurring therapy experience with adults, youth, and families.
  • Experience with Native American traditions and culture.


License, Certification, or Special Requirements:

  • Obtain HIPAA certification within five business days of hire.
  • Must have a valid State of Michigan Driver`s License with the proper designation required for the vehicle utilized to perform the job duties; must be able to obtain and maintain a Tribal Driver`s License and qualify for coverage by SCIT auto liability insurance carrier.
  • Native American preference shall apply to all positions.


Knowledge, Skills, and Abilities:

  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
  • Knowledge of and experience regarding Native American mental health and substance abuse issues and be culturally sensitive.
  • Knowledge of residential treatment programs.
  • Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and PowerPoint.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
  • Skill in making effective decisions in emergency situations.
  • Skill in maintaining accurate records.
  • Skill in supervising, training, and evaluating assigned staff.
  • Ability to work under heavy stress situations.
  • Ability to investigate and analyze information and to draw conclusions.
  • Ability to react quickly and make effective decisions in an emergency situation.
  • Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to handle multiple tasks and meet deadlines.


Physical Demands:

  • Frequent use of hands, wrists, fingers associated with computer equipment.
  • Required to sit for extended periods of time.
  • Occasionally walk and stand.
  • Normal visual acuity, ability to talk and hear.
  • Occasionally lift and/or move up to 20 pounds.


Work Environment:

  • Residential treatment center.
  • High stress level as associated with the demands of crisis interventions and emergencies is encountered as a result of challenges in the behavioral health field.
  • Mandated reporting of abuse and neglect can lead to personal challenges with exposure to victims of abuse.
  • High incidence of exposure to communicable diseases and blood borne pathogens.
  • May require transporting an individual resident and/or group transports for scheduled appointments, court, various cultural training or events, drop-in groups, or other activities.
  • Extended hours and irregular shifts may be required.
  • Travel may be required.
