Job Objective:
Responsible for performing Human Resources management of the Adult Rehabilitation Center (ARC), as well as development, implementation, and oversight of employee training programs.
Essential Functions:

- Maintain contents of ARC files including medical, personnel, terminated, applicant, and drivers in accordance with Salvation Army policies and legal requirements.
- Perform ADP data entry to capture new employee records, demographic changes, benefit enrollments and other required transactions. Responsible for the accuracy of the ADP database.
- Coordinate with Command HR Department to report and obtain Finance Board approval for new hires, change in status, and terminations.
- Investigate, report, and maintain records relating to incident reports that can include injuries, accidents, OSHA reporting, harassment, or other grievances. Communicate with stakeholders as required.
- Participate in Safety Committee meetings and related activities. Support the ARC's safety programs with training plans and curriculum that meets identified requirements.
- Coordinate employee benefits and assist employees with benefit registration, claims, and other concerns to ensure employees are enrolled in benefits in a timely manner.
- Advise and assist the Administrator and other management of supervisory staff with personnel matters including employee recruitment, retention, development, and organization.
- Maintain accurate employee payroll records using HRIS provided by The Salvation Army in accordance with company policy. Coordinate with supervisors at all levels of the organization to ensure timesheets are properly recorded, submitted, and approved.
- Implement and conduct HR training for management and supervisory staff on a regular basis to increase leadership capacity and ensure policy compliance. Assist managers with employee orientation.
- Administer the Safe From Harm program including training, reporting, audits, and inspections. Ensure compliance and accuracy to program requirements.
- In conjunction with the Center accounting staff, may be responsible for some parts of the payroll process.
- Perform additional duties as assigned.
- Support the mission statement of The Salvation Army and the purpose of the Adult Rehabilitation Center.
Minimum Qualifications:
The requirements listed below are representative of the minimal education, experience, certifications, skills, and/or abilities required for this position.
Education & Experience:
Associate degree and two years of experience in HR Management or Business Management;
or equivalent combination of education and experience. Office management and supervision
experience is desirable. Knowledge of workers compensation and OSHA regulations is desirable.
Skills/Abilities:
- Ability to read, analyze, and interpret general business correspondence, technical procedures, and regulations.
- Ability write reports, business correspondence, and procedure manuals.
- Abilities to effectively present information and respond to questions from groups of managers, administration, and employees in both written and verbal formats.
- Ability to solve practical problem and deal with a variety of concrete variables in situations where limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Proficiency with Microsoft Office software is desirable; particularly with Excel spreadsheets.
- Knowledge of ADP timekeeping software is desirable.

- Occasional travel to various Family Store and warehouse locations. Occasional other travel as assigned.
Working Conditions:
Office setting with quite to moderate noise levels. Occasional travel to, and
work within various Family Store locations.
