About This Opportunity
Manages, performs, plans, coordinates and monitors the day-to-day operations of a Social Service Program such as Transitional Living, Homeless Services, Emergency Services, Crisis Intervention Services; develops, implements and evaluates program operations and services; supervises all program staff and ensures work is in compliance with established policies and procedures as well as local, state and federal regulations; researches and prepares grant proposals and secures program funding; prepares and monitors program expenditures in compliance with program budget.
Key Responsibilities
Ability to meet attendance requirements. Ability to read, write, and communicate the English language effectively. Ability to communicate clearly both orally and in writing including providing clear instructions to employees. Ability to speak before small and large groups of people. Ability to travel to various locations to participate in public meetings, conferences, and program related events. Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10 % of work time.Work is performed in a normal office environment where there is little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like, but not limited to the office environment as it relates to exposure to weather during travel in performing assigned duties.

Key Responsibilities
- Supervises the Social Services Caseworker, ensuring that the provision of emergency financial assistance services at The Salvation Army Athens location are responsive to current professional case management standards; ensures that appropriate documentation of client services and support materials for financial resources offered to clients meets contractual standards; ensures that The Salvation Army of Athens representation is managed at community poverty and financial assistance collaborations.
- Develops and maintains standardization of quality of programming across all social services programs at the Corps through the standardization of program design, program components, case management practices, and the client record supervisory review structure.
- Conducts needs assessment activities in the areas of homelessness, substance abuse, family violence, child abuse and other social concerns, including direct research and meta-analysis of existing needs assessments for all communities served through The Salvation Army.
- Trains, assists with supervision, evaluates, and terminates employees of all social service staff; instructs and trains staff in the proper methods and procedures for conducting work; monitors work for compliance with established program policies, procedures, standards, and regulations; conducts performance evaluations of the House of Hope staff and all social service staff.
- Ensures Corps program grants are properly prepared and submitted, and that follow through requirements are executed properly.
- Facilitates standardization of program design and program components, in conjunction with Residential living staff.
- Oversees the development, implementation, and review of standard operating procedures for all social service programs.
- Participates in the Continuous Quality Improvement process to institute recommended changes identified through the CQI process.
- Standardizes and improves the quality of case management practices across all programs that include case management activities.
- Develops all program-specific case record supervisory review structure; facilitates the implementation of the case record review structure with Shelter staff.
- Ensures that all social service programs are based in the mission of The Salvation Army, conform to the promise of doing the ‘Most Good’, and the five core values.
- Collaborates with Officers to integrate faith-based components in all social service programs, without creating or supporting a requirement that receipt of services be based on any kind of expression of faith or participation in spiritual activities.
- Ensures that all social service programs are designed to meet the goals and objectives of the program, as well as to produce the stated program outcomes.
- Facilitates the implementation of improvements identified by continuous quality improvement activities in conjunction with management and leadership at all levels within social service programs.
- Assists in the assessment, planning, arranging, and implementation of social services programs.
- Updates and implements the content of education and counseling programs for both individual clients and groups of clients.
- Provides in-service training to staff as needed or required.
- Reviews grant and contract materials, including proposal submissions, reports, and other correspondence; assists in writing of grant and contracts material as needed; ensures that all submissions of proposals to funding sources contain a match with mission, core values, and core competencies of The Salvation Army.
- Ensures compliance with confidentiality and privacy practices within social service programs, including compliance with HIPAA in those programs identified as requiring HIPAA compliance.
- Ensures compliance with confidentiality and privacy practices, new program design and implementation.
- Represents the Salvation Army with other service organizations, public agency service entities, and other groups as assigned.
- Participates in continuing education opportunities, conferences, and seminars to enhance professional growth and encourages/supports continuing education Shelter staff and all social service staff.
- Bachelor's degree from an accredited college or university in social work or a related field.
- Three years progressively responsible experience coordinating and supervising program services including experience in the management of similar operations for which this position is responsible.
- Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
- Valid State Driver's License
