DEPARTMENT : Social Services

STATUS : Full-Time, Exempt

SALARY : $115,000 - $130,000

Position Summary :

The Director of Social Service Operations assists the Territorial Social Services Director in creating best practices in program development, operations & requirements including office procedures, records & reporting, program research and evaluation, program initiation / change, program guidelines, seminars / training courses, inter-agency relationships, and building specifications; aids in resolving problem situations in a timely, fiscally responsible, and compliant manner. Provides training and guidance for Shelter / Housing practices. Develops, reviews, and maintains program and housing resources for Divisional Social Service Directors, DHQ Officers, and field Social Service Directors. Responsible for Social Service programs and operational standards and practices. Keeps up-to date with government welfare, federal and state legislation, Christmas welfare services, and inter-agency relationships.

Essential Duties and Responsibilities :

Operational Leadership

  • Provide leadership, guidance, and training to the Divisions on all aspects of social service operations. That includes but is not limited to housing and shelter practices, policies, procedures, standards, regulations, printed materials, forms, reporting requirements, contractual obligations.
  • Disseminate essential information to Divisions regarding governmental programs, contracts, Salvation Army policies, cooperation and collaboration, government funding policies, preparation of applications for grants, and legislation affecting SA social services.
  • Develop and manage all aspects of the Territorial Social Services Policy and Procedure Manual.
  • Develop proposed new and revised program policies, procedures, and forms for use across the Western Territory.
  • Create new system wide partnerships that would benefit Divisional shelter / housing programs.
  • Assist the Territorial Social Service Quality Assurance Director in helping programs meet or exceed the National Social Services Standards.
  • Stays abreast of research on best practices, promising programs, and theories of change that underpin the program and operation services of The Salvation Army, particularly as it relates to housing and homelessness.

Territorial Program Council

  • Assist the TSSD in administering, analyzing, reviewing, summarizing, and drafting proposals and recommendations regarding Salvation Army programs, activities, activities, activities, planning studies, contracts, proposals, reports, and T.L. Williams Fund requests.
  • Work closely with DPC Secretaries, DSSDs, and local Commands to strengthen TPC proposals.
  • Thoroughly vet all TSAMM items and ensure they are reviewed and processed in a timely manner.
  • Review draft government contracts for TPC proposals and when requested by THQ Legal Department or the TSSD.
  • Supports the TSSD in review of Thomas Lyle Williams applications and conduct programmatic research for concerns arising from Territorial Program Council.
  • Training

  • Provide in-person and on-demand training on operational topics and other social service topics as assigned by the TSSD.
  • Conducts or participates in lectures, seminars, or institutes at the College for Officer Training as requested.
  • Assist the Director of Social Services Training and Development with the creation and maintenance of a Territorial Social Services Resource and Training Library (electronic).
  • Assist the Territorial Director of Training and Development and the TSSD with the development and implementation of an effective onboarding and ongoing training process for local program directors.
  • Conferences and Committees

  • Make comprehensive program presentations as a member of the Territorial Program Council.
  • Lead and facilitate the Territorial Social Services Policy and Procedure Committee.
  • Lead and facilitate the Territorial Housing / Shelter Committee, which will help strengthen Salvation Army Housing and Shelter programs, operations, and service delivery across the Territory.
  • Participate in the monthly DSSD group and various other THQ or NHQ Committees as assigned.
  • Represent the Social Services Department on the Major Projects Committee, as needed.

  • Lead or assist in program reviews across the Territory utilizing the National Social Services Standards. Provide onsite guidance and training as needed during the reviews.
  • Monitor federal legislation that impacts shelter and housing programs.
  • Maintain a working knowledge of all Salvation Army appropriate Social Services related minutes, policies and procedures, manuals, grants, and programs.
  • Assist the Director of Social Service Research and Development with the development and maintenance of a Territorial Program Profile system.
  • Attends and participates in councils, conferences, seminars, and training courses, in the interest of improving, coordinating, and advancing the social services of The Salvation Army, as authorized.
  • Serve as a resource on various historical, professional, and organizational entities related to social service matters by consulting with the Territorial Social Services Director as assigned.
  • Undertakes special assignments assigned by the Territorial Social Services Director.
  • Education and Work Experience :

  • Master of Social Work (MSW), Master of Public Administration (MPA) or comparable graduate degree from an accredited college or university highly preferred.
  • Minimum of seven years of experience in administration or supervision of Salvation Army or comparable social service programs or leading operations in a non-profit organization.
  • Experience in program design and development is highly preferred.
  • Knowledge, Skills, and Abilities :

  • Knowledge of The Salvation Army’s mission and philosophy.
  • Knowledge of the principles and practices of social service programs and funding development, operations, and regulatory requirements.
  • Knowledge of the Health Insurance Portability and Accountability Act (HIPAA) and Privacy Act Regulations and Recordkeeping requirements.
  • Knowledge of Salvation Army policies and procedures affecting or related to the Grants and Contracts Section.
  • Knowledge of Salvation Army Social Services programs.
  • Knowledge of grant and contract management.
  • Knowledge of contract-related legal terminology.
  • Knowledge of local, state, and federal laws governing grant / contract agreements and religious / non-profit organizations
  • Ability to effectively communicate the importance of protecting Personal Health Information (PHI) and Personal Data.
  • Ability to work through a diverse scope of issues where analysis of the information may require identification and evaluation of many relevant potential factors.
  • Ability to conduct independent research and provide technical and solution-based recommendations.
  • Ability to develop and conduct technical presentations to Senior Leadership.
  • Ability to apply discretion and independent judgment with limited supervision.
  • Ability to interpret and understand government rules and regulations.
  • Ability to interpret and understand the Federal Register and other government publications.
  • Ability to prepare and maintain accurate and complete records, reports, and correspondence.
