EDUCATION AND EXPERIENCE:
Master’s degree from an accredited college or university in Social Work or a related field,
and
five years progressively responsible experience coordinating and supervising program services including three years of experience in the management of similar operations for which this position is responsible,
or
any equivalent combination of training and experience, which provides the required knowledge, skills and abilities.
LICENSES AND CERTIFICATIONS:
Valid Driver’s License

Work requires performance of duties in front-line emergency, disaster and social services environments where exposure to communicable and infectious diseases are possible.

- Designs, administers, leads, plans and supervises all areas of the Program Service area which results in fiscal stability, programmatic accountability and enhancement of operations which include: Social Services, Adult Services, Emergency Disaster Services and Outcome Measurement.
- Directs all social service functions for the command; ensures the highest level of quality service and care that will empower clients to become responsible decision-makers while improving their way of life.
- Researches, develops, implements and evaluates program and client needs to identify gaps in service and effectiveness of social service programs; reviews and recommends program mix/site additions and deletions (e.g., homeless shelter programs, expansion of homeless services to address keys to unlocking the cycle of poverty – substance abuse, counseling, etc.)
- Directs all outcome measurement functions for the Command to ensure data is collected, compiled and reported within the highest level of timeliness and accuracy; reviews and monitors statistical / outcome information to identify program success and levels of performance.
- Researches and identifies new local, state and federal funding sources for the programs that comprise the Command and prepare funding, grant and contract submission for new and renewed funding sources.
- Plans, develops, implements, and evaluates Program Services strategies and their effectiveness in achieving short-range and long-range goals; communicates and coordinates with the Commanding Officer the status and accomplishment of short and long-range plans, goals and objectives for the various Program Services components including Emergency Shelter/Transient Dorm, Residential Work Program, Emergency Financial and Food Assistance Emergency Disaster Services.
- Serves as primary Program staff representative to the Advisory Board.
- Directs the selection, training, and supervision of all staff responsible for performing the daily operational duties of the Program Services programs; instructs and trains employees in the proper methods and procedures for conducting work; monitors work for compliance with established program policies, procedures, standards and regulations; conducts performance evaluations and makes salary and hiring/firing recommendations.
- Establishes operational mission statements and objectives for all areas related to Program Services; provides leadership, motivation, direction to staff in achieving these goals and objectives.
- Develops and administers the departmental budget working with the finance department, and Commanding Officer; reviews budget regularly to track funding and expenditures in order to determine compliance with budget projections and constraints.
- Attends meetings and other community involvements, which are pertinent to the promotion and support of The Salvation Army and enhancing its programs and projects.
- Directs the development, implementation, communication of comprehensive programs for the dissemination of information about and promotion of The Salvation Army.
- Reviews, monitors, and interprets all functions of development for compliance and adherence to contracts, agreements, grants, policies and procedures; develops, implements, and monitors additional policies and procedures for these operations and ensures compliance to the same which includes any legal requirements, standards, and regulations.
- Supervises, reviews, monitors, and audits all program records and client files; ensures the accuracy, completeness, and confidentiality of the same as well as compliance with established policies and procedures.
- Participates in continuing education opportunities, conferences and seminars to enhance professional growth and encourages/supports continuing education of staff.
- Develops relationships with the local and broader community to enhance support of The Salvation Army and the operations for which this position is responsible.
- Travel, as needed, to represent The Salvation Army to support and enhance programs and projects.
- Performs other related work as required.
