Plans, develops, manages, and controls the day-to-day operations of the accounting, and finance functions for the Command; serves as liaison and financial advisor to the commanding Officer and / or supervisor, department heads, Advisory Boards, Divisional Headquarters, and Territorial Headquarters by reporting the financial status and researching financial discrepancies; manages and monitors all general ledger and budgetary functions; ensures all accounting and financial functions are in compliance with The Salvation Army policy as well as local, state, and federal regulations; ensures the accuracy, completeness, timeliness and integrity of all financial reporting.
Responsibilities include :
- Plans, develops, directs, and manages the day-to-day operations of all accounting and finance functions; tracks, monitors, and verifies all general ledger activity for the Command; reviews and approves all bookkeeping functions; ensures that all financial information is processed in an accurate and timely manner; ensures the accountability, security, and integrity of financial reporting; confers with the commanding Officer and / or supervisor regarding the financial position of all accounts.
- Plans, directs, and monitors the accounting and bookkeeping work performed by subordinate employees; plans, schedules and assigns work; instructs and trains employees in proper methods and procedures; checks and approves work for accuracy, completeness and timeliness; participates in the recruiting process for subordinate employees; conducts performance evaluations and provides performance feedback.
- Evaluates internal controls throughout all programs within the different accounts. Implements process changes, as needed, to maintain internal control standards.
- Develops, prepares, monitors, controls and enforces various operating budgets; assimilates financial information from department heads and presents the same to the commanding Officer and / or supervisor for final presentation to the Advisory Board and Divisional Headquarters; monitors all budgetary information once approved; assists in preparing quotations for budgeted and emergency purchases; monitors hiring salaries and salary adjustments for employees to ensure compliance with approved budgets.
- Plans, develops and maintains a variety of complex and technical reports representing the financial status of accounts, budgets, and funds; reviews and reports expenditures; ensures the proper accounting of securities, grants and contracts funds, legacies, operating expenses and other major financial items.
- Assists all departments in budget control and preparation; reviews budget status periodically with department heads; monitors all expenditures and makes appropriate adjustments when appropriate.
- Develops financial plans for proposed capital projects, reviews contract agreements, etc. for compliance with local needs and corporate Salvation Army policy; assembles needed documents, proposals, finance schemes, etc. for presentation to appropriate Salvation Army boards
- Serves as financial liaison to the Finance Committee of the local Advisory Board; reviews, approves, and releases all monthly financial information concerning the various accounts; assists in preparing the Advisory Board agenda for all items which impact the local financial position.
- Monitors and maintains all computerized financial systems and procedures inclusive of password protection, file maintenance, spreadsheet design, etc.; ensures that hardware and software are functioning properly and that the workflow is not interrupted; works with DHQ systems support when assistance is needed.
- Coordinates, on a financial level, all programs administered or to be administered by the Army on a local level; designs and implements specialty finance processes and reports.
- Ensures that all financial business is conducted in compliance with Salvation Army policy, the AICPA, and government regulations.
- Ensures that all accounting records, books, and accounts are in order at all times particularly to be in readiness for audits by The Salvation Army or outside firms; plans, coordinates, and monitors the annual audits.
- Builds and maintains professional and effective working relationships with outside contacts and organizations such as auditors, bank and creditors, etc.

EDUCATION AND EXPERIENCE :
Bachelor’s degree from an accredited college or university in Accounting, Finance, or a related field,
Four years progressively responsible experience performing complex and varied accounting and bookkeeping functions for an organization with at least two years in a supervisory capacity,
any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
