Job Summary
Plans, administers, coordinates and monitors the Human Resources functions for employees of the Adult Rehabilitation Centers (ARC); interprets and enforces the employee manual; resolves employee grievances; ensures compliance with personnel rules and regulations and maintains the confidential nature of the position; coordinates and monitors the recruitment and hiring of employees; coordinates the preparation and maintenance of personnel records for all employees; serves as a liaison between the Centers, Adult Rehabilitation Centers Command and Territorial Headquarters regarding human resources functions and policies.
Knowledge, Skills and Abilities
Knowledge of the general principles and practices of human resource management, current employment law, and compensation administration. Knowledge of the principles and practices of employee recruitment, screening, testing, and selection. Knowledge of and ability to interpret local, state, and federal laws, rules and regulations governing employment practices. Knowledge of effective and efficient methods of organizing, maintaining, and securing personnel records. Knowledge of the principles and practices of fair and equitable pay practices. Knowledge of the market and where to find appropriate survey data for the geographic characteristics of the positions. Ability to learn and maintain a current knowledge of The Salvation Army mission, philosophy, culture, protocol, and organizational structure. Ability to apply independent judgment in making decisions and resolving problems with limited supervision. Ability to interpret, explain, and enforce established personnel policies and procedures. Ability to resolve employee complaints and grievances in a calm and tactful manner. Ability to write accurate and thorough position descriptions and specifications to capture the full scope and level of work involved in a particular job. Ability to analyze salary survey data and draw conclusions based on statistical analysis.
Ability to plan and coordinate personnel programs, meetings, and special events. Ability to advise employees and officers at all levels to resolve personnel problems and to protect the interest of The Salvation Army. Ability to build and maintain effective professional working relationships with employees, officers, and professionals in the community
Education and Experience
Bachelor's degree from an accredited college or university in Human Resource Administration, Business Administration or a related field, and ten years progressively responsible experience working in a human resources office with at least three years’ experience in a supervisory capacity, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
Licenses and Certifications
SHRM-CP, SHRM-SCP, PHR or SPHR preferred.
Physical Requirements and Working Conditions
Ability to meet attendance requirements. Ability to read, writes, and communicate the English language. Ability to read and comprehend legal terminology in order to determine compliance. Ability to perform mathematical computations. Ability to operate and answer a telephone. Duties are usually performed seated. Limited amount of physical effort required associated with bending, walking, reaching, standing, twisting, lifting and carrying light objects (less than 25 lbs.) 75-100% of work time. Work is ordinarily performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
