The Sanitary Board of the City of Charleston, WV (CSB) is a municipal sewer utility serving Charleston and adjacent areas of Kanawha County, WV.
General Description:
The Sanitary Board of the City of Charleston, West Virginia (CSB) is seeking a Finance Manager. The Finance Manager is the direct supervisor for the accounts payable, accounts receivable/billing, purchasing/inventory, accounting, and customer service departments within the CSB.
Essential Duties:
· Supervises professional and administrative staff.
· Review revenue collections and process various transactions related to collections.
· Finance activities include budgeting, cash flow, long-term projections, and auditing while tracking variances.
· Prepare employee performance evaluations within the Finance Department.
· Ensure accurate financial reporting while following internal and external controls and adherence to policies and procedures.
· Assist Payroll/HR Department with bi-weekly payroll submission.
· Work with 3rd party vendors relating to collections processes, credit card processing, and various other items.
· Review and approve invoices for payment, ensuring accuracy against purchase orders.
· Review and authorize company purchase orders.
· Performs all other duties assigned by the General Manager.
Education, Requirements, and Experience:
· Bachelor’s degree in accounting, finance, business, or another related field required.
· Must have 5 years of experience in management, leadership, financial/operational analysis, project management, or other closely related field.
· Ability to operate and troubleshoot specialized financial software and office equipment.
· Experience using software such as Sage, UKG Ready, and Lucity is helpful but not required.
· Ability to develop expert knowledge of utility and municipal budget, finance, reporting, and compliance.
· Excellent analytical and problem-solving skills.
· Ability to maintain confidential information.
· Must be able to pass a criminal background check and drug screen.
· Knowledge of Microsoft Office 365, including excel, word, outlook, etc.
· Must have a valid driver’s license.
