Job Summary
Purchases a large group of assigned commodities and services. Purchases a large, complex group of commodities and contracts for specific services at the most favorable price consistent with quantity and quality of materials in accordance with standard School District purchasing practices and procedures. Develops and determines necessary specifications or scope of services for Price Quotations, Invitations to Bid
(ITB), Request for Proposals (RFPs) and Request for Qualification (RFQs). Distributes invitations to appropriate vendors and works with District personnel to facilitate the procurement process for commodities and services. Awards contracts and purchase orders to vendors meeting the District’s strict qualifications.
Essential Functions
- Develops with District personnel, specifications, scope of services and evaluation criteria for Price Quotations, ITB, RFPs and the RFQs which clearly communicate technical goals and the District’s expectations; coordinates and participates in the evaluation of the Price Quotations, ITB, RFPs and the RFQs.
- Facilitates the purchase of professional services through procurement methods which include but are not limited to the RFPs and the RFQs.
- Provides exemplary customer service to vendors and District personnel; responds to their inquiries pertaining to procurement activities.
- Conducts pre-bid and pre-proposal conferences.
- Researches and distributes the Price Quotations, ITB, RFPs, and RFQs to appropriate vendors which may include small, minority and woman-owned businesses; develops and maintains a classified commodities list; adds or deletes vendors as appropriate to provide an active or competitive list.
- Ensures that schedules and deadlines are met to develop, assemble, approve and advertise bids or issue RFPs and RFQs.
- Works with vendors to resolve questions regarding technical specifications or scope of services included in their solicitation documents.
- Awards purchase orders to lowest, responsive bidder meeting requested approved specifications.
- Forwards purchase orders to budget areas for encumbrance.
- Resolves issues on requisitions regarding budget coding.
- Monitors market conditions or factors affecting assigned contracts.
Minimum Requirements
- Bachelor’s degree program in business administration at an accredited college or university.
- Two years of full-time, paid, professional experience in a purchasing operation dealing in large-scale commodity or service purchasing which have included Price Quotations, Invitations to Bid, Requests for Proposals and Requests for Qualifications.
OR - Any equivalent combination of training or experience determined to be acceptable by
the Office of Talent.
