Salary Range : $128,954 - $168,387

Job Summary

Provides leadership and guidance in the structuring and ongoing administration of a comprehensive employee support services program which supports the goals of the District. Oversees through subordinate administrators, the functional areas of Talent Employee Services and Operations, including Onboarding, Staffing, Employee Benefits, Certification and Customer Service, Employee Records, Leave Administration, Retirement, and Unemployment Compensation. Develops and oversees the implementation of human resource policies and procedures that are in compliance with federal, state and local laws and mandates. The department shares the following critical success factors : 1) accuracy and efficiency - speedy and accurate turnaround of the work; 2) impeccable customer services - exceeding customer expectations; and 3) cohesive and flexible teamwork - cross-trained team members support each other to forecast incoming work and meet performance goals.

Essential Functions

  • Determines, defines and outlines procedures for achieving the goals, objectives and priorities of the office; oversees and directs the activities of staff; establishes areas of responsibility for subordinates and monitors the effectiveness of the team.
  • Leads and coordinates efforts to address existing and emerging issues which pertain to employee services and operations; coordinates the establishment of timelines to achieve employee support services goals.
  • Provides operational and administrative support and leadership in overseeing the functional areas of Employee Services and Operations, including Onboarding, Staffing, Employee Benefits, Certification and Customer Service, Employee Records, Leave Administration, Retirement, and Unemployment Compensation; oversees and coordinates the delivery of services; encourages collaboration across all functional areas; provides support and guidance to subordinate administrators as needed; assesses the effectiveness of operations of each area individually and as a whole; directs changes and enhancements through subordinate administrators as needed.
  • Works closely with subordinate administrators to facilitate solutions to complex projects, problems and delicate issues facing assigned functional areas; interprets policies and provides direction and administrative support to assigned functional areas regarding, health, welfare, and retirement benefits, and unemployment compensation.
  • Maintains close working relationship with the Offices of Management and Budget, General Counsel, Accounting, and Payroll; consults with Employee Relations and General Counsel in the design, development, and evaluation of new employee support procedures and programs; partners and cooperates with Employee Relations in resolving disputes and grievances.
  • Works directly with Pennsylvania Public School Employees' Retirement System (PSERS) to address issues and manage large-scale projects related to retirement benefits as they arise.
  • Participates in collective bargaining sessions with unionized work groups.
  • Leads all health, welfare and insurance contract negotiations and works closely with insurance providers to adopt and maintain the Plan Document.
  • Monitors, oversees and provides administrative support to the Employee Benefits Department regarding the health and wellness program, retirement, insurance, savings, and other employee benefits as well as provides administrative support to Certification and Customer Service, Employee Records, Leave Administration, Retirement, and Unemployment Compensation.
  • Collaborates with the Chief Talent Officer to develop strategic objectives for assigned functional areas that complement the overall goals of the Office of Talent; works with subordinate administrators to develop and implement a timetable to achieve short and long-term goals; ensures that activities of assigned functional areas are aligned with other School District initiatives.
  • Establishes short and long-range organizational goals, objectives, and strategic plans; monitors and evaluates programmatic and operational effectiveness; ensures that the operational support needs of the District's employees are being met; re-engineers change in processes as needed.

Other Functions

  • Attends Board of Education meetings as needed.
  • May serve as Trustee on Health and Welfare Unions, 634, PFT, and 32BJ.
  • May serve as Legal Trustee on Union 634.
  • Qualifications

    Minimum Requirements

  • Ten years of full-time, paid, professional human resources experience in a large complex organization which have included unionized work forces, at least three of which have been in an administrative capacity and have included supervising professional and support staff, organizational planning, and developing and / or overseeing the implementation of policies and procedures.
  • Knowledge, Skills and Abilities

  • Demonstrated knowledge of :
  • o the principles, practices and philosophy of human resources administration and management.

    o administrative and business management principles and practices.

    o the principles, practices and techniques of personnel administration.

    o the principles, practices and techniques used in collective bargaining, and contract management and interpretation.

    o the principles and practices of benefits administration.

    o federal, state, and local laws and regulations governing the administration of an employee benefits program.

    o the principles and techniques of organizational planning, development and analysis.

    o budgeting and associated record keeping.

    o supervisory methods and techniques.

  • Knowledge of :
  • o the various functions commonly found in human resources organization including employment, recruitment, employee / labor relations, retirement and compensation and classification.

  • Ability to :
  • o plan, direct and coordinate the activities of multiple functional areas through subordinate administrators.

    o plan new or revise existing programs in response to the changing needs of the District.

    o establish an effective communication system across multiple functional areas.

    o evaluate and assess the effectiveness and efficiency of services.

    o assess the training needs of staff.

    o operate a personal computer and be proficient with Microsoft Word and Excel.

    o express ideas effectively, both orally and in writing.

    o establish and maintain effective working relationships .
