Job Summary
Supports the Chief of Student Services Officer in prevention and intervention initiatives. Develops short-term and long-term plans designed to meet the behavioral health, mental health and psycho-social needs of students and provided targeted interventions to promote academic achievement. Participates in District meetings with students, community members, school-based staff and school administrators about prevention and intervention, mental health needs of students and psycho-social needs of students. Works to identify interventions, programs, trainings and plans to meet students behavioral health needs. Provides direction to central office staff, behavioral health staff, and counselors, principals and other school-based staff. Directs and coordinates trainings and professional development relating to prevention and intervention. Maintains knowledge of current trends, research and best practices relating to behavioral health and counseling services. Recommends procedural and policy changes to ensure the best interests of students are met. Provides leadership in the areas of prevention and intervention.
Essential Functions
- Leads and coordinates efforts to address existing and emerging issues which pertain to prevention and intervention, counseling, trauma prevention and intervention, mental health needs of students, psycho-social needs of students, drug and alcohol prevention, suicide prevention, Section 504 plans, and behavioral health needs of students.
- Supports counselors and central office behavioral health staff.
- Facilitates professional development to include, but not limited to: behavior principles, mental health crisis response, counseling, Section 504 plans, suicide prevention, drug and alcohol prevention, inter-agency coordination, behavior interventions, behavioral screening tools, and early warning indicators.
- Supports and oversees the Multi-Tiered System of Supports, with an emphasis on Tier 2 and Tier 3 interventions and supports.
- Fosters and maintains cooperative working relationships with School District administrators, system partners and community organizations and recognizes principals as the key agents of student success.
- Communicates with administrators, personnel, and external agencies to respond to a variety of inquiries related to prevention and intervention
- Guides, directs and advises central office and school-based behavioral health and counseling staff.
- Establishes contacts and collaborates with both internal offices such as the Office of Student Rights and Responsibilities, Office of School Climate and Safety, Office of Student Placement, the Academic Offices, and the Office of Specialized Services and external partners such as the Department of Human Services, the Mayor’s Office, the Department of Behavioral Health and Intellectual disabilities, and the Philadelphia Police Department to address the behavioral health, mental health and psycho-social needs of students.
- Writes proposals for large federal, state and local grants and manages grant funded projects.
Minimum Requirements
- Master’s degree from an accredited college or university in psychology, behavioral health , or another comparable Master’s degree
- Ten years of full-time, paid, educational experience, at least five of which have been in an administrative or supervisory capacity.
Knowledge, Skills and Abilities
- Demonstrated knowledge of:
- evidenced based prevention and intervention initiatives, including, but not limited to, early warning indicators, behavioral health screening, SAP, MTSS, suicide prevention, drug and alcohol prevention, psycho-social needs of students, and trauma awareness.
- Demonstrated ability to:
- provide leadership in student prevention and intervention services.
- coordinate, facilitate and work with various internal departments and external educational partner agencies to channel resources, ideas and recommendations for problem resolution and system creation.
- Ability to:
- communicate effectively, both orally and in writing.
- manage complex processes and supervise staff.
- establish and maintain effective working relationships.
