Job Description

This is a full-time, Non-Represented role. The salary grade for this posting is 4025. The salary range is $62,413 to $82,335 . Please note that the final salary will be determined by our Classification and Compensation team after reviewing the candidate's experience and considering our internal salary equity.

Job Summary

Performs advanced grant accountability system professional / administrative work of a responsible and complex nature in support of program managers and schools in order to build and maintain a culture of compliance, accountability, and audit ready status. Ensures that programmatic activities are implemented in accordance with all applicable guidelines, regulations and policies. Ensures that program sites receive adequate support to provide the services defined in the approved grant plan and ensures that all activities are aligned with the grant plan. Grant Compliance Monitors may be assigned to provide support strictly to principals and schools, strictly to central program managers and offices, or to both.

Essential Functions

  • Ensures grant program managers / school personnel understand their management roles and responsibilities with regard to grant management and compliance and provide advice and support towards achieving superior performance through formal one-on-one or group training sessions.
  • Provides advice and technical assistance to schools and program offices regarding how to implement the enacted policies and procedures.
  • Ensures that a "transition plan" is developed and implemented when new personnel are assigned to be grant program managers / school principals.
  • Provides documentation of the grant program's purpose in line with specified District plans, programmatic implementation, reporting status, challenges and financial status.
  • Documents the training of new personnel on management and compliance responsibilities.
  • Monitors all phases of the grant funded programs; makes on-site visits and verifies program offices' / schools' compliance with documentation requirements; provides information and ensures adherence to program regulations; prepares the program office / school for audits and reviews of programs and services by representatives of local, state and federal government.
  • Reviews and approves grant funded expenditures for compliance.
  • Monitors time and effort documentation for federal and non-federal grants.
  • Documents instances of compliant and non-compliant grants program management activities pursuant to the grant accountability system.
  • Assists in the implementation and monitoring of activities required under the Reauthorization of the Elementary and Secondary Education Act such as ensuring highly qualified teachers and instructional paraprofessionals.

Additional Functions

  • If assigned to provide support at the school / principal level, confers with principals to assist in : the assessment of Title I needs and services; the development of compliant school wide and school improvement plans; the development of compliant Title I budgets aligned with the needs assessment and that include the mandated parental involvement set asides; and the implementation of various activities designed to foster parental involvement such as technical assistance for parents on Parent and Family Engagement Policies; School Parent Compacts; parental involvement set asides; and understanding their Rights to Know under the Reauthorization of the Elementary and Secondary Education Act.
  • Qualifications

    Minimum Requirements

  • Bachelor's degree from an accredited college or university.
  • Three years of full-time, paid, professional experience which has included involvement with Title I, grants and / or knowledge of educational programs as it pertains to the grants.
  • Master's degree from an accredited college or university.
  • One year of full-time, paid, professional experience which has included involvement with Title I, grants and / or knowledge of educational programs as it pertains to the grants.
  • Any equivalent combination of training and experience determined to be acceptable by the Office of Talent.

    Knowledge, Skills and Abilities

  • Demonstrated knowledge of :
  • relevant local, state and federal laws concerning Title I funded programs .
  • legislation which pertains to funding procedures .
  • the methods and techniques used to monitor programmatic activities.

  • necessary facets of a grant accountability system and underlying federal and state laws and rules.
  • PDE Waiver - Elementary & Secondary Education Act .
  • Demonstrated a bility to :
  • exercise judgment and discretion in interpreting and implementing program goals and objectives .
  • prepare reports with practical recommendations and meet office deadlines.
  • design and coordinate training activities .
