Job Summary
This is advanced educational research work conducting all phases of specific research
and evaluation studies including the determination of study objectives and design. Work
involves the collection, analysis, and interpretation of information that will be utilized in
the creation of policy. Work additionally involves designing studies that may utilize
parametric and non-parametric approaches to statistical inference. A significant aspect
of the work involves identifying research questions, under the direction of the Senior
Policy Researcher, that frame research studies, the results of which will inform policy.
Essential Functions
- Designs and participates in studies in areas such as: demographics, program
effectiveness, teacher mobility, cost benefit, and policy effect, that utilize
parametric and non-parametric approaches to statistical inference; analyzes
outcomes of various studies and reports the results of short-term and multi-year
studies that provide information to policy makers. - Develops and conducts assessments of program and practice effectiveness that
inform educational policy makers and serve to enhance the effectiveness of
District initiatives. - Conducts analysis of data using hierarchical linear modeling and Generalizability
Theory; calculates effect sizes to determine efficacy of policy initiatives. - Designs and conducts short-term and multi-year studies to determine the
effectiveness of programs; selects samples for studies and develops and refines
the methodological approaches to be used. - Examines and analyzes the effects of programs and resources allocated to
identify the most effective practices; identifies program research questions for
the purpose of understanding the relationship between practice, policy,
resources, and outcomes. - Identifies data and information requirements; determines analytical and
evaluative criteria to be utilized, including which measurement instruments are
most appropriate. - Interprets findings through written reports and oral presentations; explains
outcomes and implications to a variety of audiences.
Minimum Requirements
- Master’s degree program at an accredited college or university in educational
research and evaluation. - Three years of full-time, paid, professional experience in educational research or
evaluation, educational or developmental psychology, education or a related field.

- Doctoral degree program at an accredited college or university in educational
research and evaluation, educational or developmental psychology, education or a
related field.
OR
- Doctoral degree program at an accredited college or university in educational
research and evaluation, educational or developmental psychology, education or a
related field within six months of employment.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
- standard research methodology and procedures as applied to research design
and implementation, statistical analysis, and presentation of findings. - hierarchical linear modeling and Generalizability Theory.
- SPSS and/or SAS, as well as, other tools used in the analysis of data,
particularly as they relate to the design of educational policy. - statistical techniques as applied to educational research.
- educational testing instruments, methods, and procedures.
- current research or education policy and/or reform.
- database management and computer graphics.
- survey design and interpretation.
Demonstrated ability to:
