Job Summary
The Office of School Safety is committed to fostering a safe, secure and supportive learning environment for Philadelphia public schools. The School Safety Area Manager will help lead our efforts to create school communities that are committed to equity and procedural justice. School Safety Area Managers provides direction to the School Safety Supervisors and School Safety Officers (SSOs) to ensure the implementation of restorative practices which may include diversion, restorative circles, and mentoring in their assigned School District facilities, programs and communities. School Safety Area Managers supervise the School Safety Supervisors and Officers who patrol assigned School District facilities in an effort to prevent theft, vandalism,
disruptive or illegal actions and unauthorized access to restricted areas. Concurrently, the School Safety Area Managers ensures that School Safety staff is properly trained and provides adequate staff coverage at School District facilities. In addition, serves as a liaison between the District, community, youth advocacy groups and local law enforcement to positively engage students, promote in-school retention and reduce the student to prison pipeline.

Essential Functions

  • Plans, assigns and directs the work of subordinate School Safety Supervisors and/or School Safety Officers; monitors, reviews and assesses the activities of staff to assure conformance with established regulations, policies, and procedures.
  • Develops and maintains the work schedules, vacation schedules, assignments and deployment of subordinate personnel in order to effectively and efficiently serve the needs of the Office of School Safety.
  • Directs teams of School Safety Officers during crowd control; uses various techniques to ensure the optimal utilization of assigned School Safety Officers.
  • Reviews reports prepared by School Safety Supervisors and Officers; ensures the accurate reporting and recording of all information by School Safety personnel under direct supervision.
  • Participates in investigations of serious incidents; may interview persons within or near School District facilities to obtain facts; prepares reports upon completion of investigations.
  • Utilizes reports and other acquired data to identify problematic areas within the school community; acts as a liaison between the School District of Philadelphia, surrounding law enforcement & emergency management agencies, school, city and community partners, working collaboratively to mitigate issues while strategizing solutions to promote the safety of District students, staff and visitors.
  • Observes and evaluates department operations and services in order to assess and promote growth and positive change throughout the Office of School Safety.
  • Assists with the planning and implementation of comprehensive training programs for School Safety personnel; assists in arranging orientation and training sessions with Training staff; measures the effectiveness of training programs by evaluating work performance; ensures that personnel are properly trained; assesses the need for training on an on-going basis.
  • Oversees the compilation and maintenance of quantitative and qualitative data; ensures that data has been reported and recorded accurately while identifying any areas of risk or concern in order to develop plans to address said issues effectively and sustainably.
  • Participates in the preliminary investigation of School Safety Supervisors and Officers who have received complaints.
  • Tracks incoming and outgoing shipments of safety equipment and supplies; ensures that the inventory is properly accounted for.
  • Serves as the designee in the absence of the School Safety Supervisor.
  • Will be well versed in restorative practices and trauma-informed training.
  • Conducts safety meetings, audits and inspections to ensure compliance
  • Evaluates performance, identifies corrective action, and implements follow-up assessments.
  • Works with District staff to analyze data to identify racial and other disparities and collaboratively works to develop improvement plans to interrupt disproportionate justice practices.
Qualifications


Minimum Requirements

  • High school diploma or equivalent. Two years of full-time, paid experience currently employed as a School Safety Supervisor for the School District of Philadelphia.

OR

  • High school diploma or equivalent. Two years of full-time, paid experience working for a public safety department in a supervisory role.

Knowledge, Skills and Abilities
Demonstrated knowledge of:

  • The implementation of the policies and procedures established by the Office of School Safety to promote the safety and security of School District of Philadelphia programs and facilities.
  • Methods and techniques used by The School District of Philadelphia in maintaining a safe school environment that is conducive to learning.
  • Rules and regulations governing the School District of Philadelphia’s safety and security operations.
  • Standard procedures used by the Office of School Safety for investigating illegal or illicit activity.
  • Supervisory methods and best practices.
  • Basic computer skills i.e. Email, fax, scan, Microsoft Excel, Word, and using other aspects of technology in the virtual space.
  • Conflict management and de-escalation
  • Problem-solving skills using the Scanning, Analysis, Response and Assessment (SARA) model.

Demonstrated ability to:

  • Supervise the activities of assigned personnel engaged in safety and security activities and provide guidance and direction as appropriate.
  • Maintain records and prepare reports.
  • Review inventory and ascertain if equipment and supplies have been recorded properly.
  • Express ideas effectively both orally and in writing.
  • Establish and maintain effective working relationships.

Certificates/Licenses
Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania prior to and during tenure of employment.
