Job Duties
The Human Resources Generalist will manage and oversee the agency’s recruitment for wage positions and non-managerial classified positions, professional and organizational development, benefits, and leave operations. Reporting to the Director of Human Resources, this position will also provide onboarding and offboarding guidance and assistance and ensure the agency’s completion of related activities. The ideal candidate must be able to work independently and as part of a team and be able to successfully strike the balance between strategic and operational HR excellence while being able to convey the “why behind the how.”

Minimum Qualifications
The successful candidate will have:
- Significant knowledge and/or experience with HR principles and practices, Commonwealth of Virginia human resource policies/procedures, and applicable State and Federal laws is a plus.
- Significant HR experience including talent management and professional and organizational development.
- Successful applicants will have comprehensive experience with the Family and Medical Leave Act (FMLA), Virginia Sickness & Disability Program (VSPD), and Worker’s Compensation.
- Demonstrated experience recruiting in multiple discipline areas and levels, including hiring for nonexempt, exempt and leadership positions with extensive knowledge of the full recruitment process.
- Interpret and apply knowledge of State Human Resource policies, rules and regulations for the agency.
- Ability to handle confidential and sensitive information appropriately and with discretion while maintaining a high degree of integrity and credibility.
- Excellent verbal and written communication and interpersonal skills, with the ability to build and maintain successful, collaborative relationships and communicate effectively with all levels of the organization and with other State Agencies.
- Proven ability to work both independently and as part of a team, and work with senior leaders to accomplish goals with the ability to lead and train.
- Exceptional organizational skills, ability to meet deadlines, and handle multiple tasks in a fast-paced work environment.
- Working knowledge of Microsoft Word, Excel, Google Workspace, and presentation software applications.
- Comprehensive knowledge of principles and practices of all functional areas of Human Resource Management.
- Experience in report writing, data collection, and analysis. Knowledge of VA state government HR policies, procedures and systems a plus
Additional Considerations
- Considerable experience in the human resource field and/or proven experience in a similar role.
- Establish and follow logical priorities of tasks and collect, assemble and process information.
- Experience with Cardinal, Google Workspace, and database management is a plus.
- Knowledge of State payroll procedures is a plus. SHRM-CP or PHR certification is a plus.
