The Youth and Family Learning Services (YFLS) team focuses on strengthening the Library’s contribution to the education and experiences of Seattle’s youth and families. The team promotes a variety of formal and informal learning opportunities that address the diverse needs of the communities that they serve. The framework and approach to their work is emerging and influenced by what they are learning from the community and best practices for optimal development, learning, and engagement with children, tweens, teens, young adults, their adults and the family as a whole.
The Informal Learning Services Program Manager will be a member of the Library’s innovative and forward-thinking Youth and Family Learning Services Team, which is part of the Library’s Equity, Learning, and Engagement Services unit. This position will respond to the evolving needs and interest of our communities by developing and supporting community-led programs and activities that promote cultural enrichment, school and career readiness and success, youth development and engagement for youth of all ages, community building, and overall developing joyful relationships with learning and literacy. This position will report to the Library's Youth and Family Learning Services Manager. It is based at the Central Library and will work in library branches and offsite locations throughout the City.
This position will build the capacity of library staff in areas of equity practices, community centered initiatives, and program evaluation. This role will also coordinate outreach and engagement efforts across the city and will take on additional projects, programs and areas of responsibility as needed including providing training, coaching, and support to teams of staff and individuals. Programs managed by this position include the Summer of Learning.
The successful candidate must demonstrate a strong commitment to providing high quality learning opportunities for youth of all ages, especially ages 5-26, their adults and families, supporting the whole family through intergenerational learning and development. They will have demonstrated experience engaging and collaborating with partners using culturally responsive strategies and have a good understanding of relationship building, power sharing, co-design, and collaboration when working with and between community and partners, both internally and externally. The candidate will have knowledge of and comfort working with relevant local communities, government agencies, and community-based organizations, extensive project management and team facilitation experience, and strong experience operating in a cross-functional team.

Job Responsibilities
- Racial equity and social justice: Commitment to the City of Seattle’s Race and Social Justice Initiative Work by coordinating system-wide programming, services, outreach, and community engagement to youth and families furthest from racial, digital, economic, educational, and social justice. Prioritize community engagement and responsiveness into the planning and programming so that services are community driven and community led.
- Programming: Develop culturally responsive and appropriate, coordinated, and innovative programs, initiatives, and events. Design, plan, and implement local and system-wide programs and events that service the civic, educational, recreational and cultural needs of school age children, or youth in K-5th grade, caregivers, and their families. Coordinate system-wide programming by collaborating with staff and partners throughout Seattle.
- Partnerships: Provide excellent program effectiveness by developing and maintaining key relationships through a wide range of partnerships and collaborative projects with schools, government agencies, philanthropic and community organizations and other service providers. Work with community partners to implement programs and services and serve as liaison between the Library and community organizations that provide complementary services.
- Project management: Effectively coordinate and administer multiple programs, projects and events. Lead or support work teams that include a diversity of backgrounds, perspectives, skill sets, experiences and abilities. Tasks include planning, scheduling, budgeting, development and communication of procedures, data tracking, evaluation, and reporting.
- Evaluation and analysis: Support efforts to conduct community analysis to understand and track changes in demographics, and community interests, needs and trends. Develop and implement outcomes-based evaluations of programs and initiatives; measure impacts against service objectives, make recommendations for changes or improvements as required. Research and prepare periodic reports and records.
- Racial equity and social justice: Commitment to the City of Seattle’s Race and Social Justice Initiative Work by coordinating system-wide programming, services, outreach, and community engagement to youth and families furthest from racial, digital, economic, educational, and social justice. Prioritize community listening and responsiveness into the planning and programming cycle so that services are community driven and community led.
- Budget management: Assist with budget preparation. Manage expenditure tracking for program budgets, and prepare Board, Foundation, and other reports as needed.
- Teamwork: Participate as a team member and contribute to the functions of the Youth and Family Services Department. Serve on internal committees and coordinate with staff across the system on large-scale projects. Keep library staff and stakeholders informed about the progress of community engagement efforts.
- Idea development: Contribute expert knowledge of Seattle communities related to trends, issues, and interests to develop creative and innovative engagement strategies that address both long-term goals and timely community needs and opportunities.
- Leadership: Serve on library and community committees focused on a variety of cultural activities and programs. Contribute to policy development and strategic initiatives related to community engagement. May provide coaching and training to staff on outreach, equity, and community engagement topics.
- Public awareness: Contribute to public awareness of programs and services through active networking, relationship building with relevant organizations, promotion to professional networks, and collaboration with the library’s Marketing and Online Services department’s marketing and social media strategies.
- Minimum of three (3) years of experience developing, implementing and evaluating developmentally appropriate community programs, services, and enrichment activities for youth of all ages, particularly school aged children, ages 5-13, teens, and/or young adults up to the age of 26, understanding intergenerational learning and development for youth of all ages, as well as the role of the family and community in larger contexts.
- Minimum of three (3) years of experience building, maintaining, and expanding partnerships and relationships with local community members, government agencies, large nonprofits, and/or small grassroots community organizations.
- Demonstrated commitment to the values and goals of the City of Seattle's Race and Social Justice Initiative. Demonstrated knowledge of racially equitable practices and strategies. A commitment to lead with equity.
- Demonstrated experience working with and providing services for BIPOC communities; refugee and/or immigrant communities; English Language Learners; the LGBTQIA community; people with disabilities and/or neurodiversity; people experiencing housing insecurity and/or houselessness; and/or other communities experiencing marginalization. Ability to be flexible in response to changing and diverse needs of communities. Experience developing and implementing culturally appropriate and responsive school age learning and development strategies and practices that are community driven and led.
- Experience overseeing the work of others, and tracking progression of programs and activities that require collaboration and cooperation of others from planning to implementation.
- Experience collecting data using a variety of methods (such as interviews, surveys and focus groups); and providing evaluation and analysis.
- Experience working in an urban public library or similar public services setting.
- Excellent oral and written communication skills including experience facilitating meetings for both internal and external stakeholders, and comfort presenting information to groups in formal and informal settings (staff trainings, community conversations, during board meetings or at professional conferences).
- Strong interpersonal communication skills including competency including the ability to exercise tact and diplomacy during difficult conversations and when resolving conflicts.
- Excellent project management skills and experience in budget management. Must be flexible, able to handle multiple competing projects, priorities and tasks.
- Creative problem-solving skills and a sense of humor, and a positive and enthusiastic approach to public service.
- Adaptable to change and able to work effectively in a fast?paced, high?volume environment with a range of diverse internal and external stakeholders.
- Ability to work independently and to exercise independent judgment in the implementation of organizational initiatives.
- Intermediate knowledge of PCs in a Windows environment including comfort using MS Word, Excel, and PowerPoint. Experience using social media to research and promote programs and activities.
- Willing to work a varied schedule that includes frequent evening and weekend hours. Ability to travel across the city to varied locations, including off?site from libraries.
- A bachelor’s degree or a combination of education and experience.
