Position Overview
We are seeking an experienced Human Resource Manager to oversee HR operations, align strategies with business goals, and support team objectives. The role involves managing employee relations, recruitment, training, payroll, benefits, and ensuring compliance with labor laws. The ideal candidate will drive organizational change, foster employee engagement, and provide guidance on HR policies, performance management, and disciplinary procedures. This position requires strong leadership, integrity, and the ability to mentor staff while supporting business growth and a productive work environment. Pay is commensurate on experience.
Key Responsibilities
Recruitment & Staffing:
- Manage full-cycle recruitment, including job postings, candidate screening, interviews, and hiring recommendations.
- Collaborate with management to assess workforce needs and develop hiring strategies.
- Develop HR strategies to support business growth and enhance productivity.
- Attend meetings to stay informed of staffing requirements and ensure qualifications are met.
Employee Relations:
- Act as a liaison between management and employees, addressing concerns and fostering positive relationships.
- Provide support to employees at all levels, ensuring they have the resources and guidance to succeed.
- Advocate for employees while advising both employees and management.
- Assist management in resolving employee issues fairly and escalate to legal counsel when needed.
Policies & Compliance:
- Ensure compliance with local, state, and federal employment laws, to minimize risks.
- Maintain accurate and current employee records, including verifications, certifications, contracts, and licenses, in compliance with federal, state, and corporate policies.
- Support managers in implementing HR policies and procedures that meet legal requirements and align with business goals.
- Manage unemployment claims, background checks, drug screenings, employment verifications, and workers’ compensation claims.
- Advise on employee relations, performance management, and discipline; resolve issues and recommend actions to management based on policies and documentation.
- Assist with employee investigations and provide recommendations on hiring, counseling, and disciplinary actions.
- Review, improve, and administer HR policies as outlined in the Employee Handbook.
- Track and report man-hours for required sites and perform weekly reconciliations for accounting.
Compensation & Benefits:
- Administer employee compensation, benefits programs, and performance appraisals.
- Ensure competitive wages and fair benefit packages for staff.
- Responsible for timekeeping payroll functions, ensuring accurate and timely compensation in collaboration with operations.
- Conduct periodic salary reviews and benchmark industry pay standards to maintain competitiveness.
- Manage the open enrollment process, including coordinating with brokers, negotiating plans, providing recommendations to management, and coordinating open enrollment meetings.
- Administer the 401(k) Plan, including enrollment, deferrals, contributions, and annual audits.
Training & Development:
- Develop and implement training programs to enhance employee skills, performance, and safety compliance.
- Ensure timely onboarding of new hires, including safety training and company culture integration.
- Facilitate continuous development for employees at all levels, promoting on-going learning and growth.
- Oversee and improve our hiring and onboarding processes, collaborating with management to ensure new hires are welcomed and set up for success.
- Support the professional development of the HR Assistant to maximize their contribution to the department.
Performance Evaluation:
- Manage the performance appraisal process, providing guidance to supervisors and managers.
- Assist in setting performance goals, conducting evaluations, and identifying improvement areas.
- Coach managers during appraisals and support the development of performance improvement plans when necessary.
- Collaborate with senior leadership to develop and implement HR strategies aligned with company goals, acting as a strategic partner on key personnel issues and changes.
Employee Retention:
- Develop retention strategies for top talent, including employee satisfaction surveys, implementing feedback, and fostering an inclusive and collaborative culture.
- Coordinate special projects and events to enhance employee engagement and build relationships.
Health & Safety:
- Collaborate with Safety Manager to ensure compliance with OSHA and safety regulations, maintaining a safe working environment.
- Manage compliance with DISA and ISTC screening and training activities, staying updated on program requirements.
- Report man-hour data to the Safety Manager for client and OSHA compliance.
Flexibility:
- Acquire knowledge of administrative and accounting processes while cross-training in various business office functions.
- Available to work outside of regular hours as needed.
- Takes on additional duties to support the team and organization.
Qualifications
- Preferred Bachelor’s degree in Human Resources, Business Administration, or related field (HR certifications such as SHRM-CP or PHR preferred).
- 7 years of HR management experience, (experience in construction/industrial environments a plus).
- Strong knowledge of labor laws, HR best practices, and OSHA regulations.
- Proven experience in recruitment, employee development, and training.
- Proficient in Microsoft Office (advanced Excel), and QuickBooks Enterprise.
- Hands-on manager, willing to take initiative and get things done.
- Strong attention to detail and ability to maintain confidentiality.
- Excellent communication, problem-solving, and conflict resolution skills.
- Effective listener with a positive, solution-oriented attitude.
- High integrity and trustworthiness in all dealings.
