Summary Description:
The HR Director is responsible for managing the
recruiting and day-to-day human resources operations in the facility. The Director
is responsible for supporting HR policies and procedures and assuring
compliance with those policies. The Director
of HR is involved in onboarding and orientation, benefits, leave requests,
workers compensation, employee relations, performance management / progressive
discipline process and retention efforts. Responsible for performing facility
Human Resources functions in accordance with policies and procedures and
applicable federal, state and local laws, guidelines and regulations.
Essential Functions and Responsibilities:
1. Assists
in implementing Human Resources activities within the facility.
2. Promotes
the implementation of facility-sponsored retention programs; assists department
heads in the development and implementation of programs designed to improve
staff engagement and retention.
3. Plans
and participates in employee appreciation and engagement activities, a minimum
of four (4) events or programs per month.
4. Participates
in retention bonus program where applicable.
5. Manages
the facility recruiting process and procedures.
6. Ensures
that new candidates are responded to within 24 hours.
7. Ensures
time between application and orientation is as short as possible.
8. Conduct exit
interviews to determine areas the facility can improve employee experience.
9. Coordinates
and conducts new employee orientation to review policies and procedures,
employee handbook, employee benefits and other related requirements as relevant
to the position and job functions.
10. Input
new hires into the payroll system and be the point of contact through the
transition.
11. Develops
and maintains a good working rapport with other departments within the
facility, to assure that Human Resources activities meet the needs of the
facility.
12. Assists
in preparing and submitting work injury claims for employees. Follows through
with employee and third-party administrator until employee is released to full
duty. Maintains workers compensation protocols and procedures, coordinates
reports of injury to carrier, files and reports as directed.
13. Communicates
and assists employees in enrolling in the benefits program offerings.
14. Works
with employees to complete required forms and documentation for FMLA and leaves
of absence. Responsible for ensuring that employees receive all required
notices and information relating to FMLA and other leaves of absence.
15. Acts as
liaison between management and employees of the facility. Supports the
facilities efforts and advises management of any issues/concerns or employee
relations issues. Uses tactful, appropriate communications in sensitive and
emotional situations.
16. Creates and maintains an atmosphere of warmth,
personal interest, and positive emphasis, as well as a calm environment
throughout the facility.
17. Attends and participates and leads (as
appropriate) in-service and education programs as directed.
18. Participates in the overall quality assessment
and improvement program (QAPI) activities for the facility.
19. Maintains
confidentiality of all employee and employment-related information to ensure
individual rights are protected.
20. Manage
payroll process.
21. New hire
orientation, paperwork, background checks, and license verification
22. The
state mandated license reverification yearly.
23. Manage
employee complaints and reports and conduct investigations as needed.
24. Manage
employee benefit enrollment during Open Enrollment and for New Hires.
Additionally, be the liaison for any issues that arise for the employee.
25. Answer unemployment claims timely.
26. Consult at sister facilities as required.
27. Manages the union relationship in the building
if applicable. Has a good understanding of the contract and upholds its
standards.
