Your Specific Responsibilities:
Responsible for the supervision of staff Including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.

This highly independent / sensitive leadership/management position which requires strong decision-making, problem-solving and supervisory/management skills reporting directly to the County Health Department (CHD) Administrator and serves as the Administrators representative in his absence. The incumbent of this position will be responsible for related duties such as strategic planning, budget recommendations, personnel matters, quality assurance, program development and supervision of the FDOH-SJC.
- Duties include:
- Provides direction to program managers to monitor the community health status in identifying health problems through review and collection of community health status data, population-based needs assessments and epidemiological and environmental processes.
- Directs, the Department’s Emergency Preparedness Program.
- Assists program managers in identifying, planning, writing and renewing grant applications and reports. Recommends and develops plans to target resources to produce strategic health outcomes. Develops internal objectives and priorities within regulatory, budgetary, and contractual guidelines, identifies staffing and financial needs.
- Participates in all phases of emergency preparedness, including mitigation, preparedness, response, and recovery.
- Assumes a leadership role in the departments strategic planning and strategic plan implementation.
- Partners with community health groups to work on public health issues
- Serves as the Administrator’s delegated authority and assumes responsibilities as delegated in the absence of the CHD Administrator.
Works closely with CHD Administrator to develop and implement policies and procedures for overall operation of the County Health Department.
- The incumbent will be responsible for:
- Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.
- Works with all program directors/supervisors in the department regarding, interviewing, hiring, and disciplinary actions to ensure proper policies and procedures are being followed.
- Identifying and developing reports on data sources for evaluation of goals and objectives. Provides direction to program managers in collecting and interpreting data to evaluate program outcomes.
- Assists in initiating and composing new position descriptions and updating present position descriptions.
- Ensures staff complete time sheets and activity coding.
- Reviews and approves purchase requisitions for official state business in accordance with Florida laws and DOH policies, rules and regulations governing purchasing.
- Serves as Assistant Director providing administrative, operational, oversight, leadership, and management of the department’s Environmental Services, Information Technology/ Operation Department, Community Outreach, and Women Infant and Children (WIC).
- Develop business strategies.

- Provides Departments administrative requirements for their respective programs. Including developing future service plans, budgets, personnel, and workload planning.
- Responsible for property inventory for FDOH-SJC.
- Provides leadership during Emergency Preparedness. Assesses Departments needs regarding all hazard’s emergency preparedness training. Ensures the Department receives training programs.
- Provides leadership and management of the Department’s Women, Infant and Children’s(WIC) program, providing administrative, operational, and financial oversight of this Department.
- Develop health strategies and implement health service systems.
- Develops, manages, maintains, and audits WIC business and health practices, including budgetary and internal controls.
- Recommends and develops plans to target resources and produce strategic outcomes. Develops internal objectives and priorities within regulatory, budgetary, and contractual guidelines, identifies staffing and financial needs.
- The incumbent:
- Represents the Health Department on various community health related boards and councils, both inter and intra agency in scope. Networks with and facilitates partnerships and collaboration with local health providers, schools, community agencies and business and consumer groups. Serves as board member /officer and as committee member as directed by CHD Administrator.
- May serve as or assist the Department’s Public Information Officer. Attend essential training sessions and conference calls. Demonstrate understanding of media relationships, and possess an ability to communicate basic, factual Health Department information to the media in either a written, or an oral format, as approved and requested by CHD Administrator.
- Performs travel in relation to the State’s duties to conduct interviews and investigations. Performs travel related to other duties as necessary.
- Attends seminars, workshops related to profession and CHD operations
- Provides for the planning and implementation of in-service education and orientation program for the professional growth.
V. Serves as Privacy Officer for FDOH-SJC.
Serves as Security Officer for FDOH-SJC. Coordinates the security of information and computer systems for the purpose of protecting confidentially, data integrity and appropriate access of information. This includes review and familiarization with statutes, administrative codes, protocols, and procedures relating to information security and confidentiality. Serves as liaison with DOH Security Coordinator; acts a central point of contact for FDOH-SJC staff, coordinates the development and implementation of security policies, coordinates security awareness training, coordinates annual info security risk assessment, monitors list of staff authorized access to security information, and maintains incident reports and documents resolution of all suspected and actual breaches of security and confidentiality. Responsible for physical access to secure building areas.
VI. Oversees the departments Public Information requests, which includes but not limited to:
- Serves as the Department’s central point of contact for the dissemination of information, representing the Department to the media, community stakeholders and the public.
- Uses media, advanced technologies, and community networks to communicate information, to internal and external stakeholders.
- Strategically disseminates information to news media, working with Central Office to ensure consistent messaging.
- Prepares and sends weekly report to DOH Communications Office; participates in Central Office PIO conference calls.
- Collects, verifies, and disseminates emergency information to the public during disaster and emergency events. Prepares talking points, tours of the facilities, community hot lines, and assumes role in Emergency Operations Center as needed.
- Advocates for FDOH-SJC programs.
- Presents accurate demographic, statistical, programmatic, and scientific information.
- Prepares Public Health education campaigns and releases.
- Designs and conducts; news conferences and media outreach.
- Serves as board member/officer and as committee member as directed by CHD Administrator. Fosters and enhances the marketing of Public Health.
Oversees the tracking and responds to public records requests, working with subject matter experts to ensure timely and appropriate.
Assigned purchasing card responsibilities.
Use of the Purchasing Card must be in accordance with DOHP56-44-22.
Incumbent is expected to complete time sheets, Employee activity records, and leave requests per policy. Incumbent will complete annual and mandatory trainings as outlined by statute, policy, or health officer direction.
Acts as Information and Key Custodian for Administration and associated records. Ensures the integrity/confidentiality of all data sets in the program; complies with the information security protocols and procedures (DOHP 50 10-16); security and privacy of client information is maintained; disclosure of confidential information is released only after proper authorization has been obtained; and information that is exempt from public record disclosure is maintained in a confidential manner.

- Required Knowledge, Skills, and Abilities: Knowledge and/or experience in Public Health, Strategic Planning, Community Relations, Human Resources and Budget Management.
Qualifications: A preferred Assistant County Health Department Director candidate is a public health professional with a masters degree from an accredited college or university in public health or other health sciences or a master’s degree in another field with extensive public health experience.
