Residency Requirement: Florida

Level of Education: Prefer a Bachelor's degree from an accredited college or university with a major in one of the biological sciences with three years of professional biological experience in a field or laboratory program.

Prefer a Master's degree from an accredited college or university in one of the biological sciences with one year of professional biological experience in a field or laboratory program. Professional experience as described below can substitute on a year-for-year basis for the required college education.

Position Description:

The Division of Habitat and Species Conservation (DHSC) is comprised of six sections and two offices. This is a supervisory position in the Aquatic Habitat Restoration and Enhancement Subsection (AHRE) within the Aquatic Habitat Conservation and Restoration Section (AHCR), Division of Habitat and Species Conservation. This position works in northern Florida with the location to be determined, coordinating the work of two multidisciplinary aquatic habitat enhancement teams in the Commission’s Northwest Region and North Central/Northeast Region. The successful candidate will assist with planning and administering the Subsection’s program for restoration, enhancement and management of freshwater habitat resources, ensuring that the priorities, goals, and objectives of the Commission and program are met.


Duties:

Serve as Biological Administrator II within the AHRE multidisciplinary team for wetland and aquatic resource management and aquatic habitat restoration/enhancement of public waterbodies and wetlands of central and north Florida. Supervise two Biological Administrator I (project leader) positions.


Coordinate with project managers and project leaders in the identification, design, implementation, management, monitoring, and evaluation of aquatic habitat enhancement projects in the assigned region. Coordinate with other state and federal agencies on joint management projects.


Provide aquatic habitat enhancement technical guidance to local, state and federal governmental organizations, conservation and civic groups. Lead and advise councils, teams and committees to provide pertinent information relevant to management and enhancement of Florida’s aquatic habitat resources.


Incumbent is responsible for reviewing, editing for improvement, and approving all forms, reports and publications produced by subordinates including procurement documents, contracts, and scopes of work.


Coordinate with AHRE leadership to prepare annual work plans, fiscal budgets, recruit and select prospective employees. Coordinate with subordinates to prioritize and assign work and evaluate performance. Responsible for tracking the progress of enhancement projects throughout the year.


Serve as backup for the AHRE property and fuel purchase administrator. Approve purchases made through the Works System. Performs other duties and tasks as directed by supervisor, assisting AHRE and Commission projects as assigned.


This position courteously assists Commission constituents to resolve questions or problems they may have in matters relating to the Commission, its programs or fish and wildlife conservation generally. Seeks to garner public support for agency objectives and programs by serving Florida’s citizens in a positive and proactive manner.


The position is responsible for ensuring that the provisions and requirements in Section 215.422, Florida Statutes, related to the Comptroller’s rules and FWC’s invoice processing and warrant distribution procedures are followed.


Preferred Qualifications:

  • Florida Certified Contract Manager (FCCM) certification
  • Experience with state and federal wetland permitting

Licenses requirement: Florida Driver’s License

Knowledge, skills, and abilities:

  • Knowledge of basic bookkeeping and accounting principles.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to assess and manage a complex budget.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
