Your Specific Responsibilities:

This is a highly responsible position managing the Financial Section of the Marion County Health Department which has in excess 180 FTE’s and an annual budget in excess of $17 million. This position reports to the Assistant County Health Department Director and oversees the following administrative service areas; Budget Services, Contract Management, General Services, Finance and Accounting, and Purchasing. Supervisors Purchasing services for Citrus County Health Department. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.


This position plans, organizes, directs, and coordinates the complex and broad financial functions of the health department. The incumbent will exercise independent judgment in formulating and/or assisting in the formulation of policies and procedures which have impact on fiscal and administrative functions, the preparation and implementation of budgets and all fiscal operations including billing.


Reviews regulatory policy directives and formulates policies and procedures for implementation of such policies that relate to the management of the business operations of the Marion CHD. Investigates and defines problems in operations/management and assist the Assistant County Health Department Director in formulating and implementing resolutions to these problems. Represents the Health Department at official meetings, conferences, and other public activities when requested. Ensures procedural and operating manuals are current. Performs internal audits on all financial programs at the Marion CHD to ensure proper checks and balances exist for internal control.


Oversees all phases of management Finance and Accounting, including Budget and Contract Services.


Assist managers in the development and monitoring of annual budgets by each department/program, works to coordinate the strategic plan with the annual budget, assists in the presentation of the final budget to County and State Officials, designs and /or approves methods of budget control and fund accounting; directs the preparation of periodic financial reports for the County, State and other funders. Ensures that all reports are valid and reflect a true and accurate financial position statement. Interprets financial data, performs financial and trend analysis and prepares recommendations for administrative and operating management personnel.


Responsible for completing annual reports/contracts including: County Core Contract, Internal Control Questionnaire, Medicaid Cost Report, etc.


Keeps current and then formulates and implements new policies and procedures; independently reviews and recommends changes as necessary, directs administrative matters concerning these areas and provides direct supervision of all section heads. Complies with and monitors compliance of the mandatory requirements in Section 215.422, F.S. and Chapter 3A-20 of the Florida Administrative Code (F.A.C.)


Assists in the development of long and short range plans for the health department including projected needs in revenue, budget and facilities and directs implementation and maintenance of a quality assurance system for administrative services.


Monitors the negotiation, preparation and processing of all health department contracts and agreements and oversees the monitoring of contracts for compliance with budget and services negotiated. Serves as a contract manager, contract administrator and contract manager’s supervisor.


Monitors purchasing activities to assure that all items that are to be purchased have proper authorization and are purchased in a timely manner using the Purchasing Guidelines established by DOH using MFMP. Has purchasing card assigned and approves purchasing card charges as a cardholder and as a second level approval for other staff charges.


Ensures all invoices and vouchers are processed in compliance with Section 215.422, F.S. and IOP 56-23, with a focus on ensuring prompt payment.


Under authority delegated from the Administrator, approves the purchase of capital equipment items and those medical and office supplies included in the health department’s operating budget. Oversees the preparation of bid specifications and the establishment of vendor files. Ensures sufficient control and inventory of department assets.


Performs other related work as required.


Required Knowledge, Skills, and Abilities:

  • Knowledge of Department of Health Rules and Regulations, Florida Administrative Code, Florida Statutes, and local ordinances applicable to the operation of the MCHD.
  • Knowledge of the principles and practices of management and supervision.
  • Knowledge of administrative services program areas such as accounting, budgeting, planning, purchasing or personnel.
  • Knowledge of financial managemet, understanding of accounting principles, financial reporting, budgeting and financial analysis
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to assess budgetary needs.
  • Ability to lead and manage a team, delegate tasks, and foster a collaborative work environment
  • Ability to formulate policies and procedures.
  • Ability to solve problems and make decisions under pressure with limited information
  • Ability to commit to ethical practices and maintain integrity in all financial dealings
  • Skilled in the ability to analyze financial data, identify trends, and make data-driven decisions
  • Skilled in attention to detail, ensuring accuracy in handling financial records.
  • Working knowledge of FLAIR, MFMP/AOD, FIRS, FIS, and HR Health Desk System

Qualifications:

Minimum -

At least 5 years of experience in financial management, accounting, or related area at Department of Health

Proficiency in financial systems used by Department of Health

At least 6 months of supervisory/lead worker experience

Preferred

Bachelor's degree in finance, accounting, business administration, or a related field

More than 6 months of supervisory experience
