The Director of Policy for the Office of Child and Family Well-Being is an senior leadership position responsible for assisting the Assistant Secretary (AS) and Deputy Assistant Secretary (DAS) with ensuring operational compliance and implementation with DCF's strategic plan objectives, performance measures, federal and state laws, and rules and operational policies and procedures. The Director also has operational and management responsibility for the Policy Manager's. In addition, it supports an integrated agency-wide strategic action plan and roadmap that aligns statewide department initiatives, policies, procedures and practices with agency goals and objectives. Provides direction to regions and all program areas to ensure the continued advancement of the strategic plan. Provides oversight and direction for the Policy Manager's and corresponding reporting requirements and stakeholder relationships. Responsibilities and duties for oversight and direction include human resource management, personnel recruitment and selection, classification and compensation, employment, employee and labor relations, EEO/affirmative action compliance, training and development, benefits administration, and performance management; development, implementation, and interpretation of laws, rules, Department policies and procedures; information and telecommunications technology; fiscal/budget administration; purchasing and contract management; short- and long-term planning; quality assurance monitoring and compliance; operational oversight.


Acts as a policy advisor to the AS and DAS on program issues related to relevant stakeholder, lead agency, child and family well-being and interagency needs. Develops and maintains a system for inter- and intra- policy information dissemination and policy integration. Responsible for the development, implementation, communication and training on policy and practice. Provide oversight and guidance on policy and practice coordination and implementation on:
o Safety Practice Implementation and fidelity
o Policy and Practice Guidelines
o CBC Technical Assistance
o Adoptions
o Out of Home Care
o Foster Care Licensing
o Independent Living
o Foster Parent Recruitment & Retention


Assists in development and implementation of statewide operational plans, to include policy, procedure and practices that address federal and state legislation and best practice standards. Assists in development, implementation, and oversight of special initiatives consistent with the direction of the Governor, the Legislature and the Secretary of the Department, and Assistant Secretary of Child and Family Well-Being Recommends short and long-range strategies for achieving improved child welfare practices. Provides leadership in development and presentation of reports to include legislative, federal and other state policies, procedures and practices to designated audiences. This position acts as a liaison with federal, state and local agencies related to child welfare. Coordinate development and promulgation of relevant Florida Administrative Code as required by legislative and policy changes As requested, oversights the preparation of LBRs, spending plans, operating procedures, handbooks, manuals, state plan documents, workload data reports, etc. and completes Tracker assignments related to child safety and ongoing services.


Bachelor's Degree in a Social Service or Business-related field required; Master's preferred. Minimum 7 years experience in Florida Child Welfare with an emphasis on work experience directly with Child Welfare policies and procedures. Minimum 5-7 years of supervisory level, or higher, experience. Expert level knowledge of Florida Statute and Florida Administrative Code required.
