MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university with a major in civil, construction, mechanical or architectural engineering or architecture and four (4) years of experience in the field of commercial building construction, two (2) years of which must have been as a supervisor or administrator of construction projects; or

A master's degree from an accredited college or university in one of the areas described above and three (3) years of experience in the field of commercial building construction, two (2) years of which must have been as a supervisor or administrator of commercial construction projects.

Experience in the field of building construction can substitute on a year-for-year basis for the required college education.

JOB DUTIES:

Prepare construction bid packages, create scope of work, and administer bid/construction process for delegated projects. Prepare and negotiate construction contracts. Develop and maintain detailed construction documents, cost accounting system and construction progress scheduling system. Develop criteria for the approval or acceptance of facilities and/or the in-progress phases of facility construction. Review requests for payment from contractors to ensure compliance with contract provisions and purchasing policies and procedures. Provide on-site resolution of construction problems. Check project’s close-out documents for accuracy, process documents and store documents per department processes. Hold warranty meetings and walk-through(s) of completed construction projects a year after substantial completion dates.

Manage the department’s agricultural education and promotion facility program contracts for assigned areas. Prepare, evaluate, and execute state financial assistance contracts. Negotiate contract terms and conditions. Create language standards for existing and new contracts. Analyze risks involved with specific contract terms. Coordinate contract compliance with current legislative changes. Review and process state financial assistance recipient’s payment requests.

Provide contract conflict resolutions as needed. Monitor contract completion, extension, renewal and close-out as appropriate. Generate reports on the current status of project contract agreements. Maintain an organized physical and electronic contract filing system.

Prepare and coordinate documentation with the Federal Emergency Management Agency (FEMA) and the Bureau of Finance and Accounting, for the scope of work, project work sheets, and other information necessary to renovate buildings damaged or destroyed by natural disasters.

Initiate change orders and recommend substitutions of materials, equipment, and workmanship on construction projects. Track changes by revising project worksheets.

Review new fixed capital outlay project programs for compliance with water quality, environmental standards, building codes, and life safety standards. Review fixed capital outlay project programs for cost effective design and develop impact data. Prepare project design programs for proposal development by Architect and Engineering (A/E) firms. Prepare applicable contract documents for project A/E contracts and administer contracts including design reviews. Develop and maintain project procedures to assure compliance with Florida Statutes. Develop and maintain project ledgers for projects and accountability. Assist in the development of fixed capital outlay budget for the department.

Visit sites on a regular basis to monitor construction, renovation, and maintenance programs. Assist in identifying facility buildings and site conditions requiring corrective action, prepare scope of work, and estimate costs for budget considerations.

Prepare analyses for buildings that are identified in need of repair, prepare scope of work, and prepare cost analyses for various structures.

Administer project disbursements for all projects. Monitor expenditures and provide construction progress, schedules, and budget account reports.

Conduct liaison activities for the department with the Department of Environmental Protection, Department of Management Services, Division of Building Construction, Department of Transportation, FEMA, Department of Community Affairs and all other permitting agencies.

Perform other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Intermediate skills of Microsoft Excel, Word and Outlook.
  • Basic knowledge of accounting.
  • Ability to read and review building plans.
  • Knowledge of building codes, laws and regulatory requirements.
