Minimum Qualifications:

  • Two (2) years of experience in accounting, finance, or other business-related field.
  • Answers to qualifying questions must be verifiable within the work and/or educational history.
  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.
  • Employment is contingent upon successful completion of a background check.

Duties and Responsibilities: The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and/or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida’s citizens in a positive and proactive manner and by listening to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view.

Work at FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

This position assists the Purchasing Specialist Supervisor – SES with the daily operations of the Purchasing Section and performs the following duties:

  • Contracts: Responsible for assisting with agency contracts, agreements, leases, amendments, modifications and other documents of a contractual nature. This shall include reviewing contracts and agreements for compliance with Florida Statutes, F.A.C., Federal regulations, and agency policies.
  • Responsible for serving as the Contract Systems Administrator in the Florida Accountability Contract Tracking System (FACTS) and Contract Administration’s SharePoint.
  • Ensure timely execution of contract documents through detailed tracking and monitoring of deadlines and actions.
  • Reviews contract deliverables
  • Provides assistance in the management of contract budgets for assigned contracts.
  • Provides assistance in the development and implementation of monitoring plans to provide a systematic and structured method to evaluate services and products.
  • Provides assistance in contract close-out, including the identification, documentation, and distribution of best practices and lessons learned,
  • Provides assistance in the development of appropriate documentation within the terms and conditions of the contracts in the event conflicts and/or problems arise, including cases of poor performance or non-compliance with contractual obligations.

Other:

  • Attend training and conferences, as necessary.
  • Assists in the development of documentation, manuals, or procedures related to the Commission's procurement practices.
  • Performs other duties and special projects, as required.

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

  • Knowledge of State of Florida purchasing, facility leasing, and contracting rules and regulations, procedures, techniques, and practices
  • Knowledge and use of information gathering

Responsible for the following provisions and requirements in section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.
