POSITION DESCRIPTION: Manage the District’s General Engineering Consultant (GEC) contracts and/or continuing services contracts. Administer the program’s day-to-day activities, including coordinating, initiating, monitoring, and managing a broad spectrum of consultant engineering services on a Turnpike-Wide level. Serve as the primary liaison between general consultants and Department personnel. Responsible for generating scopes, contracts, and task work-orders. Serve as the Department’s primary GEC contract negotiator and mediator.
Maintain a comprehensive database of agreements related to Turnpike projects. Ensure all agreements are properly executed, filed, and tracked for deadlines, obligations, and key milestones. Monitor agreements to ensure adherence to federal, state, and local transportation regulations. Serve as the primary point of contact for coordination of agreement-related issues. Collaborate with legal, finance, project management, and engineering teams to address and resolve agreement-related challenges. Identify potential risks or conflicts within agreements and recommend mitigation strategies.
Review GEC invoices, recommend payments, and rectify errors and discrepancies. Monitor work efforts versus available budget and ensure that resources meet needs and requirements. Ensure appropriate job-cost accounting and funds redistribution are complete and accurate. Encumber funds and verify proper budget categories for task work orders, including seeking proper approvals.
Develop and maintain agreement and contract tracking tools and dashboards to monitor key metrics, such as expiration dates, financial obligations, and deliverables. Generate regular reports summarizing the status and compliance of agreements for leadership review.
Coordinate with Department managers and section heads as the primary developer of quarterly and annual GEC needs. Coordinate with Work Program staff to program the GEC and ensure the full term of the contract is funded. Program new contracts as current contracts expire. Assist in the procurement process for acquiring firms for new contracts.
Act as the liaison between GEC project managers and department project managers to solve problems. Act as the liaison between staff augmentation personnel, department Facilities Management, and Office of Information Technology (OIT) staff to ensure cubicle space, building access, and computer equipment/access are available for GEC staff.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principals, and analytical techniques of transportation planning, design, and Right-of-Way; Knowledge of the standards and practices used by the FDOT; Knowledge of professional services practices and procedures, including authorizations, invoicing, and amendments; Knowledge of job cost accounting; Ability to interpret state and federal laws and regulations; Ability to track schedules; Ability to communicate effectively, both verbally and in writing; Ability to determine work priorities, administer and manage multiple tasks, and meet deadlines; Ability to develop and maintain effective working relationships; Ability to be proactive and work independently, and make decisions; Ability to remain calm and effective under pressure; Skill in Microsoft Office, including Word and Excel.
OTHER JOB RELATED REQUIREMENTS: While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position. This position is responsible for adhering to the provisions and requirements of Section 215.442, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.
